Job Description

The Archaeologist will primarily support the Section 106 component of environmental reviews associated with HUD Community Development Block Grant Disaster Recovery (CDBG-DR) and Community Development Block Grant Disaster Mitigation (CDBG-MIT) funding. The position collaborates with team members across multiple projects and supports timely, compliant delivery of client goals.

Job Duties

  • Works in a team environment to implement strategies, processes, and solutions in support of client program objectives
  • Manages project workflows and deliverables to meet client goals, timelines, and quality expectations
  • Supports and/or performs NEPA environmental reviews, with emphasis on Section 106 compliance as it pertains to archaeology for HUD CDBG-DR/CDBG-MIT projects
  • Reviews and revises Section 106 documentation and supporting materials related to archaeological resources as required
  • Conducts research and prepares SHPO consultation documents; coordinates with the Puerto Rico SHPO for Section 106 compliance
  • Assists in responding to SHPO requests for additional information for submitted cases
  • Performs onsite supervision and quality control for architectural recordation, archaeological monitoring, and Stage I surveys, as required
  • Develops and applies procedures to support HUD CDBG-DR/CDBG-MIT NEPA environmental reviews for housing, infrastructure, and economic development programs
  • Communicates project/task status, issues, risks, and resolutions to internal team members and external stakeholders
  • Researches and identifies complex program issues; recommends and coordinates resolutions and process improvements
  • Documents and assesses internal controls for state and local governmental entities, as applicable to engagement scope
  • Other duties as required

Supervisory Responsibilities:

  • May supervise Jr. Architectural Historian(s)

Qualifications, Knowledge, Skills and Abilities

Education:

  • Bachelor’s degree, required
  • Master’s degree as required by the Secretary of the Interior’s Professional Qualifications Standards (PQS) for Archaeology (SOI-qualified), preferred

Experience:

  • Minimum of five (5) years of relevant professional experience, required

License/Certifications:

  • N/A

Software:

  • Demonstrated proficiency with word processing, spreadsheets, and end-user database tools, required
  • Knowledge of ESRI tools (e.g., ArcGIS, ArcGIS Online), preferred
  • Proficiency in MS Office and Adobe applications (including Word and Excel), preferred

Language:

  • Spanish, required

Other Knowledge, Skills & Abilities:

  • Strong written and verbal communication skills
  • Strong knowledge of the history and prehistory of Puerto Rico
  • Understanding of applicable state and federal historic preservation and environmental laws (including Section 106/NEPA context)
  • Strong attention to detail with ability to produce high-quality, compliant documentation
