Te Whiwhinga mahi | The opportunity
As the Manager – Enterprise Portfolio Management Office (EPMO), you will lead NZTA Waka Kotahi’s enterprise hub for portfolio planning, governance, and assurance.
Reporting to the CFO and part of the CFO Finance Leadership Team, you will provide insight, challenge, and advice to the Executive Leadership Team and governance forums. The role helps NZTA make better enterprise decisions by bringing clarity to priorities, trade-offs, sequencing, affordability, and delivery confidence.
You will connect the enterprise Business Change Plan with wider financial and operational planning cycles, helping leaders make joined-up, value for money investment decisions. Working across finance, investment, digital, and business teams, you will support major initiatives delivered through agile, hybrid, and traditional approaches in a complex Crown entity and public service environment.
Key responsibilities
Lead the enterprise Business Change Plan, ensuring alignment to strategy, priorities, resourcing, delivery capacity, and affordability
Provide strategic advice and challenge on trade-offs, sequencing, risks, benefits realisation, and delivery confidence
Set clear enterprise guardrails across planning, governance, benefits, risk, resourcing, and prioritisation
Connect portfolio decisions with financial and operational planning to support joined-up, value for money investment

What You’ll Bring to the Role:
You will be a credible enterprise leader who can influence at the most senior levels. You will bring strategic thinking, sound judgement, strong financial and commercial acumen, and a business partnering approach that connects enterprise change to priorities, affordability, and delivery confidence.
You will also bring:
Experience shaping enterprise planning, prioritisation, trade-offs, and investment decisions in complex environments
Highly developed communication and analytical skills, with the ability to turn complexity into clear executive insight
Experience supporting significant business and digital initiatives across agile, hybrid, and traditional delivery environments
A strong business partnering approach, with the ability to connect change decisions to wider planning and financial stewardship
Credibility, systems thinking, and sound judgement, including the ability to support prioritisation and trade-off decisions
You will also demonstrate, or be willing to develop, an understanding of Te Ao Māori, tikanga and Te Tiriti o Waitangi as they apply in the public sector.
