Pay Scale:                      $48.042 per hour - $56.52 per hour

Job Summary

The Early Years and Childcare Manager is responsible for all aspects of managing the programs with their portfolio including oversight of the program service models, research and evaluation, human resource management, financial management, program and proposal development, building and maintaining stakeholder relations and management of issues.

The manager is responsible to develop and implement a strategy of building and maintaining competency within the team and broader agency on new learnings effecting the early years and childcare sector i.e. How Does Learning Happen, Brain Story.

This position includes responsibility for implementing a comprehensive program plans and evaluation strategy; Providing leadership, direction and change management to a large, multidisciplinary team; Building and maintaining partnerships with local community service providers and partners; Ensuring funder target and data collection requirements are met.

The Early Years and Childcare Manager participates in, and contributes to, PQCHC’s leadership and management teams.

Reporting Relationship

This position reports to the Children and Family Services Director who reports to the Chief Executive Officer.

Position Responsibilities

  1. Program Delivery
  • Responsible for program outcomes aligned with program descriptions, contracts and funder requirements
  • Directs the planning, implementation, administration and evaluation of programs with their portfolio.
  • Creates a framework that informs, defines and measures program outcomes and activities.
  • Informed by the Strategic and operational plans, the Manager develops an annual program funding plan
  • Determines staffing, space and other resources (including total budget, equipment, workloads, etc.) that are required to deliver the assigned Children and Family Services programs.
  • Oversees the hiring, supervision and evaluation of staff as appropriate to the programs.
  • In consultation with the Director of Children and Family Services, negotiates and monitors service delivery agreements.
  • Prepares and manages multiple program budgets in coordination with the Director of Children and Family Services
  • Participates in the development of policies and procedures for the programs.
  • Develops, coordinates and supervises activities to collect and analyse services data and reporting.
  • Develops and implements mechanisms to ensure quality of care and service effectiveness and efficiency.
  • Adheres to the practice of continuous program improvement to build collective program capacity.
  • Ensures maintenance of professional practice standards.
  • Works closely with other programs within Pinecrest-Queensway Community Health Centre and organizations related to the delivery of the program.
  • Liaises with service providers outside the programs and with community groups to ensure the effective delivery of services.
  1. Program Leadership
  • Maintains a robust knowledge of the local needs of the community within the program catchment area. Ensures accountability requirements of funder are met through on-going data collection, analysis, reporting and developing continuous improvement strategies.
  • Assists in the development, delivery and maintenance of protocols, mechanisms and materials that support the programs activities.
  • Through the development of an annual plan- Leads the Pedagogy learning for the dept and builds agency understanding and competency
  • Provides leadership and direction to the Children and Family Services Programs within their portfolio.
  • Maintains an awareness of current issues related to Children and Family Services within the sector and funder priorities with the City and Ministry of Children, Community and Social Services
  • Provides support for the development and implementation of programs (e.g. work plans, workloads/space/equipment requirements, ongoing problem-solving.)
  • Participates on committees and working groups as required.
  • Supports research initiatives
  1. Development and Maintenance of Community Contacts
  • Maintains close working relationships with program partners and funders
  • Represents the program at relevant sector meetings
  • Responds to client requests and complaints.
  • Coordinates, administers or participates in programs in collaboration with other external organizations and networks.

  1. Occupational Health and Safety

This position must also work within the scope of all legislative and Centre policies related to Occupational Health and Safety. In this capacity:

  • Non-Violent Crisis Intervention
  • Uses personal protective equipment when required (e.g. gloves, masks, panic buttons, etc.)

Position Requirements

  1. Education
  • Master’s level degree from a recognized university in early childhood education, social science or a Baccalaureate degree and three to five years progressive leadership experience.
  1. Professional Experience
  • A minimum of 3 years leadership experience, preferably in a community-based setting
  • Demonstrated experience with general management principles including financial and human resources
  • A minimum of three years supervisory experience
  • Experience in quality improvement planning
  • Experience in family support programs and licensed childcare
  • Experience in preparing and writing funding proposals
  • Experience in liaising with funders, partners and leaders of the community
  • Experience in a community-based setting an asset.
  • Excellent knowledge of Ontario's Pedagogy for the Early Years, brain development and How Does Learning Happen

Founded by community members in 1979, we are one of about 60 non-profit community health centers across Ontario. We are run by a volunteer Board of Directors comprised of 12 community members elected at our annual meeting.
