Ministry of Advanced Education

Prepares Albertans for lifelong success through education by:

  • approving programs of study
  • funding public post-secondary institutions and other adult learning providers
  • providing financial aid for learners
  • registering and certifying apprentices
  • supporting academic research and innovation.

Data Management and Governance (DMG)

This unit aims to improve the ministry’s data maturity, as follows:

  • Collect and provide oversight of key administrative data from the advanced learning system.
  • Develop, implement, and evolve stewardship of the Department's major administrative datasets.
  • Develop, implement, and evolve and enterprise-wide data management and governance.

Role Responsibilities

As the Data Collections Manager, you will lead core post‑secondary data collections for Advanced Education, ensuring the Department and advanced learning system have high‑quality, reliable enrolment, application, financial, and tuition data for analytics, accountability, and policy development.

In this role, you will build strong stakeholder relationships: balancing business requirements with red tape reduction, and supporting post-secondary institution contacts to submit and access learning system data.

You will play a critical role in making data accessible, reliable, and usable for government, post-secondary institutions, and the public.

To do this work, you will apply key legislation including the Tuition and Fees Regulation, the Protection of Privacy Act, and the PostSecondary Learning Act

Qualifications

University graduation in Library Science, Data Science, Arts, Public Administration, and Economics or in a field related to the position assignment, supplemented by four years related experience. Related experience or education may be considered as an equivalency on a one for one basis.

The position requires strengths in the following areas:

  • Leading healthy, innovative teams
  • Managing stakeholder relationships
  • Implementing continuous improvement in data management and governance, including standard data documentation (data dictionaries, business glossaries, data models, etc.)
  • Communicating complex data to an executive audience
  • Analyzing data, especially descriptive statistics
  • Familiarity with concepts related to post-secondary learning delivery, measurement, and credentials such as full-load equivalent, work-integrated learning, etc.
  • Experience working with databases and data warehouses, including writing and automating queries in SQL, Python, etc.

The following knowledge and skills will be considered assets:

  • Experience applying artificial intelligence tools to data management and governance in a public sector context
  • Experience bringing a data lens to IT system builds
  • Knowledge of relevant legislation and regulations including the Protection of Privacy Act and the Tuition and Fees Regulation.
  • Knowledge of Alberta's advanced learning system (providers, sectors, governance)

This is a full-time position working onsite 36.25 hours per week, Monday to Friday.

The position location is Edmonton
