Job Description

The West Kowloon Cultural District Authority welcomes exceptional talent with a passion to realise the vision and mission of making the West Kowloon Cultural District a prime local and international destination for arts, culture and entertainment.

You will be responsible for:

  • managing the team and vendor to implement Enterprise Data Platform, deliver successful system implementation with effectiveness, high quality, accuracy, security and cost control;
  • establishing and executing on data governance framework, policies, standards, and guidelines for IT data access and quality management;
  • establishing common-data-model design and enablement across applications, to ensure the reusability of the data and formulate the Single-Source-of-Truth for the Authority;
  • developing standards and best practices to build a robust BI solution and providing guidance to stakeholders on conceiving efficient approaches to developing business insight, enable self-serve BI and operational data reports;
  • supporting key analytical and digital transformation initiatives, prototype, and KPI visualizations to the stakeholders and management;
  • supporting business solutions holistically to ensure data and insights seamless integration with other application / infrastructure components; and
  • performing any other duties from time to time as reasonably assigned by the Authority.


You should:

  • possess a recognised university degree or above in Computer Science, Data Engineer, Data Science or equivalent;
  • have a minimum 10 years of data management and analytics in large-scale organisation with at least 3 years in supervisor role;
  • have strong leadership and management skills, with experience leading a team of data professionals and data projects;
  • have solid experience in data management and analytics software with technologies like Anaconda, Jupyter, Python, Spark, NoSQL, Node.js, Tableau and Cloud Services;
  • have understanding of data governance, quality control, and security best practices, establishing and enforcing data operating model and procedure;
  • be able to work collaboratively with cross-functional teams and external partners, and able to communicate and deliver business insights efficiently to non-technical stakeholders;
  • have past track record driving digital transformation and similar data-driven initiatives, including model development covering segmentation, acquisition, cross-selling and related applications will be advantage;
  • have experience in advanced analytics and machine learning frameworks such as Sagemaker, TensorFlow, PyTorch, or similar will be advantage;
  • be able to build good relationships with different stakeholders across the organisation; and
  • be proficient in written and spoken English and Chinese.

About West Kowloon Cultural District Authority

Stretching across 40 hectares of reclaimed land, WestK is one of the largest cultural projects in the world, blending art, education and open space.

Its vision is to create a vibrant cultural quarter for Hong Kong where the local arts scene can interact, develop and collaborate. Providing 23 hectares of public open space with two kilometres of vibrant harbour-front promenade it will also include a variety of arts and cultural facilities that will produce and host world-class exhibitions, performances and arts and cultural events.

A Development Plan for the District, based on well-received Foster + Partner’s Conceptual Plan, was approved by the Chief Executive-in-Council in January 2013. Overlooking the magnificent Victoria Harbour, the District will begin to take shape over the next decade.

By developing this sizable project in phases we can start to bring the district to life. The Xiqu Centre, Freespace, Art Park, M+, Hong Kong Palace Museum and Lyric Theatre Complex, will be developed as a first batch of facilities aiming for opening to the public.

Although the whole project will take time to complete, we are already busy organising a wide range of cultural activities on site. Visit our website for details of upcoming events. The West Kowloon Cultural District Authority is a statutory body responsible for developing the West Kowloon Cultural District. Led by the Board and an executive team comprising experts from different sectors, our vision is to build a vibrant cultural quarter for the city, dedicated to bringing together local and international artists and audiences to be inspired and to celebrate the arts.
