Founded in 1884, The Hong Kong Jockey Club (“the Club”) is a world-class racing club that acts continuously for the betterment of our society. The Club has a unique integrated business model, comprising racing and racecourse entertainment, a membership club, responsible sports wagering and lottery, and charities and community contribution. Through this model, the Club generates economic and social value for the community and supports the HKSAR Government in combatting illegal gambling.

The Division

The Security, Integrity and Information Security (“SIIS") Division is responsible for the preservation of integrity by combatting criminality and corruption risks that can threaten horse racing, betting, and membership at the Club. The maintenance of a secure environment and integrity is key to our business. Not only is it important to ensure horse racing in Hong Kong is fair, it is also of paramount importance to the Club that there is governance and fair opportunities in all bet-placements. The department consists of Integrity & Financial Crime Risk, Racing Security & Integrity Assurance, Corporate Security, Enterprise Risk Management, and Information Security Risk & Assurance functions.

Job Summary

The job holder reports to the Senior Manager, Corporate Investigations (SMCI). The holder of the role is responsible for assisting the SMCI in handling betting/membership/employee integrity and misconduct related investigations, preparing standardised management protocols and systems, conducting law enforcement agencies liaison, and reporting metrics. They will also assist in managing a team comprising of Assistant Managers or Corporate Investigations Analysts/Officers in support of these activities.

They are responsible for managing the following core areas:

1. Non-Racing Integrity Investigations (staff misconduct involving potential criminal, reputational or financial risk)
2. Law enforcement liaison
3. Anti-Fraud Management and Brand Protection
4. Support IFCR Program Activities

The Job

Non-Racing Integrity Investigations

• Supervises and conduct investigations of non-racing integrity breaches and employee misconduct related matters
• Manages all referrals and reports received via the Club’s ‘Speak-Up’ channels or from other departments in the Club, makes assessments and recommendations to SMCI for necessary follow up actions
• Supervises the execution of computer forensic investigations
• Holds regular meetings with HR to ensure that action is taken and recorded for integrity investigations resulting in employee disciplinary action
• Ensures that investigation reports prepared by Assistant Managers/Corporate Investigations Analysts in his/her reporting line are up to standard before submitting to SMCI
• Provides trainings for subordinates in his/her reporting line to develop their soft-skills and investigative capabilities
• Ensures that the Standard Operating Procedures are up-to-date and in line with best practice and by conducting regular reviews and informs SMCI of any need for updates and amendments

Law Enforcement Liaison

• Coordinates all incoming requests for information and execution of search warrants from Law Enforcement Agencies, and makes necessary crime reporting to the respective Law Enforcement Agencies
• Maintains records of law enforcement liaison, including search warrants executed for documentary records held by the Club
• Assists SMCI in maintaining relationships with a variety of Law Enforcement Agencies to ensure expeditious information sharing in methods that are compliant with data privacy laws
• Ensures that checking of all individual publicly identified as linked to National Security concerns are conducted for SMCI to assess any risk they may present to the Club and leads on the reporting of any known NSL related information to Law Enforcement on behalf of the Club
• Coordinates the annual Spring Gathering with an intrinsic link to maintain good relationships with a multitude of Law Enforcement Agencies and their most senior personnel, as well as internal stakeholders

Anti-Fraud Management and Brand Protection

• Acts as the coordinator in engaging with the vendor to detect any unauthorised use of the Club’s brand, content, or products on websites, social media, mobile apps, and emails
• Submits recommendations on enforcement actions to SMCI for cases identified to be brand infringement
• Makes recommendations to SMCI on fraud reports originated from other source including Customer Care and reports any such cases to the respective Law Enforcement Agencies as required

Support IFCR Program Activities

• Prepares data for SMCI to assist him/her in reviewing metrics and case summaries across integrity investigations for compiling Managers Information (MI) for onward transmission to the Financial Crime Policy & Risk (FCPR) section to facilitate their reporting to senior management
• Delivers annual training to HKJC staff on integrity related matters in support of FCPR
• Assists SMCI in driving the education and awareness of the use of Speak Up lines across the Club, including its subsidiaries

About You

• A bachelor's degree in any discipline or other tertiary qualification
• A minimum of six years' experience in an investigative supervisory role within a government, law enforcement, or other relevant organisation
• Strong investigative, analytical, and reporting skills
• Ability to assess, summarise, and document information into clear and concise reports
• Proven ability to work effectively with senior stakeholders and business sponsors
• Strong communication, presentation, and public speaking skills, including the delivery of training
• Effective report writing and analytical skills; qualifications or experience in analytical tools, typing, and presentation platforms will be an advantage
• Proficient in Microsoft Office applications
• Fluent in written and spoken English and Cantonese
• Chinese writing and/or spoken Mandarin would be an advantage
• Experience in, or good knowledge of, the betting and/or racing industries is preferred
