Job Description

Leads a team of procurement and contract attorneys to manage the full lifecycle of contract drafting, negotiation, execution, ensuring compliant and timely agreements for the organization.

  • Manages the preparation, negotiation, execution, and amendment of contracts to ensure timely, accurate, and compliant agreements aligned with LUMA’s requirements, policies, and applicable regulations.

  • Supports on contract drafting, negotiation, execution, and applicable laws and regulations to ensure procurement and contracting activities are conducted in full compliance with all legal and organizational standards.

  • Monitors and evaluates contract drafting, wording changes, and terms and conditions while supervising the contract‑related work of the Procurement & Contracts department to ensure consistency, quality, and adherence to governing laws and policies.

  • Ensures the proper execution, documentation, and registration of contracts—including compliance reviews of procurement processes and contract filing with the Puerto Rico Office of the Comptroller—to maintain validity, regulatory compliance, and effective contract management.

  • Manages and develops team members to build capability and improve collaboration, resulting in higher engagement and productivity.

  • Develops and manages departmental budgets to allocate resources effectively and meet operational targets.

  • Defines and monitors departmental KPIs to identify trends and drive continuous improvement.

  • Leads, models and ensures consistent application of policies and regulatory standards across teams to support ethical operations and mitigate compliance risks.

  • Leads and validates the planning and execution of restoration and emergency preparedness activities to strengthen operational resilience and response capacity.

  • Assumes and oversees expanded duties aligned with organizational priorities and professional scope to drive departmental effectiveness and strategic alignment.

Additional Job Description:

Education

  • Juris Doctor and being admitted to the practice of Law in the Commonwealth of Puerto Rico.

Experience

  • 5 years' experience in the legal field, contracting processes and/or the application of regulations related to contracts in the public and/or private area, with at least 3 years' overseeing employees directly, leading teams, budgets and projects in a Supervisor role.
  • Experience managing day-to-day operations, teams, defining work plans and achieving departmental objectives.

  • Knowledge of local and federal contracting regulations.
  • Contract drafting, negotiation, and execution.
  • Workload prioritization and delegation
  • Ability to interpret and apply legal and regulatory requirements
  • Demonstrates proficiency with Microsoft Office and common file‑sharing platforms.
  • Demonstrates strong verbal and written proficiency in both languages, English and Spanish, to support negotiations, documentation, and cross‑functional collaboration.
  • Proficient organizational and time management skills. Attention to detail with a focus on accuracy.
  • Demonstrate strong leadership ability in high pressure scenarios with the ability to work quickly and efficiently.
