Reporting to the Executive Director of Corporate Services, the Manager Community Engagement will:
Contribute to the development of the Agency’s short and medium-term direction.
Contribute to the development of the annual plan.
Lead the planning, development and implementation of community engagement, policy, settlement, immigration and retention strategies and tactics to meet the Agency’s objectives.
Establish and maintain effective external relationships (e.g. communities, employers, regulators, post-secondary institutions) that support collaboration and advance the annual plan and objectives of the Agency.
Implement recognized best practices in policy, engagement, settlement and retention and use quality improvement principles to evaluate performance and ensure goals and accountabilities are being met.
Accountable for the development, oversight of immigration and settlement frameworks, guidance and escalation pathways to support physicians and health professionals.
Sets the strategic direction for community and stakeholder engagement approaches that influence long-term retention outcomes across Saskatchewan.
Accountable for ensuring effective use of data, analytics and reporting to inform settlement, immigration and retention decision making and performance monitoring.
Provides final approval and executive level accountability for policy positions, engagement strategies and briefing materials related to settlement, immigration and retention.
Provides strategic leadership and oversight of cross‑functional, province wide engagement, settlement and retention initiatives with internal teams and external partners.
Accountable for the design, effectiveness and continuous improvement of settlement, immigration and retention processes, including oversight of workflows, engagement approaches and reporting.
Directly supervises and is accountable for the performance, work planning and professional development of the Senior Policy Analyst and Stakeholder Relations Lead.
Exercises independent judgment in approving engagement and policy approaches and making recommendations that inform executive and Board-level decision-making.
Provides functional leadership and oversight to ensure policy analysis, stakeholder engagement and recommendations developed by the Lead are integrated into Agency-wide strategies and initiatives.
Manages reputational, operational and stakeholder risk associated with community engagement, settlement, immigration, and retention activities.
Provides senior operational back up to the Executive Director of Corporate Services supporting continuity, coordination and issue escalation across finance, IT, facilities and administrative portfolios.
Travel Required: Extensive local and some national and international travel may be required.
Education
Typically, the knowledge and competencies for this position would have been acquired through:
Bachelor’s or master’s degree in a relevant discipline.
Competencies
Experience in providing leadership & supervision of professional staff.
Experience contributing to strategic planning, policy development or system level initiatives involving multiple stakeholders.
Excellent written and verbal communications skills and high proficiency in systems and technology, specifically with Microsoft 365 and related applications.
Knowledge and Abilities
Minimum 5-7 years of experience working with diverse and external clients. Immigration and Settlement experience is a bonus.
