The Commercial & Supply Chain Management (CSCM) function under CLP Power Hong Kong Limited oversees the operating companies circa HKD 20 billion annual expenditure with 1,200 suppliers across 50 categories of spend.

CSCM is responsible for end-to-end procurement and supply chain management across key spend categories and business stakeholders. We are looking for a high caliber and experienced procurement professional to join our team.

The role reports to the Principal Manager – C&SC (Indirects) under Business Partnering Team, leading and overseeing the development of Procurement and Category Strategies to achieve organizational goals. This Hong Kong-based position bridges internal stakeholder needs, supplier management, and procurement innovation. As a Change Champion, you will drive strategic changes, foster a collaborative team environment, and guide the team towards impactful, innovative procurement solutions.

Key Responsibilities

This role as a business-facing IT Category who provides value-added procurement insights, market intelligence, and strong stakeholder management while maintaining a realistic experience requirement aligned with current market conditions.

Key responsibilities include leading sourcing and contracting activities, driving OPEX and capex efficiency, developing and executing best-fit category strategies for high-value projects, identifying and developing new suppliers, managing supplier relationships, etc.

  • Stakeholder Management and Business Partnering – Build trusted relationships with business stakeholders and act as a value-added procurement partner. Demonstrate strong influencing, communications, and relationship management skills to align stakeholder requirements, challenge constructively when appropriate, and deliver commercially sound outcomes.
  • Lead Procurement Process – Lead major project tender including procurement strategy identification and finalization. Collaborate with CSCM procurement teams to execute sourcing strategies, ensuring effective planning, negotiation, and delivery to achieve optimal outcomes.
  • Strategic Sourcing (including China sourcing) – Lead planning and execution of China sourcing strategies and market engagement, including new supplier exploration, factory visit, identify business opportunities, make data driven decision, and its long-term strategies.
  • IT Category Expertise: Sound knowledge of IT/ Digital sourcing and supplier markets, with the ability to leverage market intelligence, benchmark data and commercial insights to support business objectives and category strategies.
  • Risk Management: Identify, assess, and mitigate supply chain risks while embedding sustainability and responsible procurement across the supplier lifecycle, in alignment with Group standards and guidance.
  • Digital & AI Mindset – Demonstrates a growth mindset towards digital innovation and emerging technologies. Able to leverage AI-enable tools, data-driven insights, automation opportunities and digital solutions to enhance procurement effectiveness, improve stakeholder experience and support business decision-making.

Education & Qualifications

  • Degree: University/Master/MBA in Business, Procurement & Supply Chain Management (PSCM), Commerce, Engineering, or related fields.
  • Experience: Minimum 8 years of procurement and category management experience including at least 5 years managing IT/Digital categories. Proven experience in strategic sourcing supplier management, commercial negotiations, and stakeholder engagement.
  • Professional Certificate: Membership and/or qualification from a procurement professional body (e.g. CIPS, ISM or equivalent) would be advantageous.
  • Language: Fluency in English is required; fluency in Cantonese and/or Mandarin is a distinct advantage for working with a diverse set of stakeholders.
  • Travel: Business travel may be required as necessary.
