The Opportunity

We are seeking a Manager of Commercial Development to join our Non-Regulated Commercial department. This is a unique opportunity to continuously improve an effective, collaborative, and creative team administering a critical link in connecting secure, affordable and sustainable Canadian natural gas to the world: the Coastal GasLink (CGL) pipeline and related business opportunities, including growth potential like the CGL Phase 2 Project

In this role, you will lead the team responsible for ensuring commercial development requirements are met and supporting alignment across the business development, project, and operational life cycle of all Non-Regulated Canada Gas assets. You will report to the Director of Commercial – CGL.

The successful candidate’s leadership, attention to detail and ability to work collaboratively with internal and external stakeholders will ensure that CGL’s commercial obligations are fulfilled and maintaining the value derived during business development is maintained through project execution.

This role is critical to shaping the next phase of growth for CGL and beyond—balancing near-term commercial priorities with longer-term strategic opportunities. You’ll play a key role in defining how the business expands and creates value over time.

What you’ll do

  • Lead development and execution of commercial structures, agreements, and deal frameworks related to CGL and the Canada Gas Non-Regulated Commercial & Business Development scope

  • Maintain in-depth knowledge of the CGL commercial strategies and agreements and play a leadership role in ensuring the commercial obligations are met for CGL and its counterparties.

  • Support business case development, including financial modeling and risk assessment

  • Align opportunities with corporate strategy and market conditions

  • Advance commercial workstreams for major capital projects (e.g., CGL Phase 2 Expansion)

  • Coordinate inputs across engineering, regulatory, legal, and operations teams

  • Ensure commercial commitments are clearly defined, documented, and achievable

  • Monitor key milestones, risks, and dependencies through project lifecycle to protect commercial value propositions and risk profiles

  • Interface with external stakeholders including shippers, equity partners, and regulators

  • Support negotiations and maintain strong commercial relationships

  • Represent the organization in meetings, working groups, and governance forums including commercial oversight committees

  • Ensure alignment across internal and external parties on key commercial terms

  • Support regulatory filings and approvals (BCER, other applicable bodies)

  • Ensure commercial strategies comply with regulatory frameworks and obligations

  • Identify and manage commercial, contractual, and operational risks

  • Maintain audit-ready documentation and defensible decision-making processes

  • Support hiring, onboarding, and performance development initiatives

  • Provide clear direction, coaching, and feedback to team members

  • Foster a collaborative, high-performance team environment

  • Work closely with Commercial, Operations, Finance, Legal, and Project teams

  • Translate complex technical and regulatory inputs into clear commercial insights

  • Support executive presentations, briefing materials, and decision documents

  • Enable alignment across competing priorities and stakeholders

Minimum Qualifications

  • Post-secondary education in a relevant field of study

  • 15+ years of progressive and relevant work experience, must include experience working in a project execution or commercial capacity

Preferred Qualifications

  • Demonstrated leadership capabilities in the areas of personnel management, decision making, change management, employee development, performance management, and team building skills across a professional team with varying levels of experience

  • Knowledge of the CGL commercial strategies and agreements is an asset

  • Relationships with internal or external stakeholders to TC Energy’s Canadian natural gas business unit or specifically CGL are an asset

  • Knowledge of the Canadian energy industry, specifically Western Canadian natural gas markets and infrastructure, is an asset

  • Demonstrated business and commercial acumen, including a strong understanding of the components of commercial agreements

  • Demonstrated ability to manage complex tasks with a high degree of accuracy and attention to detail

  • Strong interpersonal skills and an ability to establish effective relationships with customers and internal cross functional teams to deliver quality customer experience and achieve business goals

  • Self-motivated and skilled at managing ambiguity and sensitive information in a fast-paced, deliverable-oriented environment

  • Ability to influence and solve problems cross-functionally to identify, develop and implement solutions

  • Ability to manage and continuously improve processes and procedures

  • Excellent verbal and written communication skills, including facilitating group discussions, meetings and delivering presentations to internal and external senior and executive leadership

  • Experience with Microsoft SharePoint, Teams, OneDrive, etc. to ensure confidentiality and compliance while facilitating appropriate information sharing and transparency
