The role

Reporting to the General Manager, Construction, the Manager Civil Projects leads a major delivery function within Council's Construction Branch, established through a realignment of Brisbane City Council's construction operations. This new structure provides dedicated accountability for project delivery and construction outcomes across Council's civil infrastructure portfolio.

Leading a workforce of more than 250 employees and overseeing significant capital delivery programs, you will provide executive leadership across project delivery, commercial management, procurement, quality, HSEQ and contractor performance.

Working closely with stakeholders across Council, you will drive delivery performance, strengthen governance and build the capability required to support the city's growing infrastructure needs.

This role offers the opportunity to deliver major infrastructure outcomes while helping shape a contemporary project delivery function within one of Australia's largest local governments.

Key responsibilities

  • Lead the delivery of Brisbane's civil infrastructure projects, ensuring safe, timely and value-for-money outcomes.
  • Deliver major works programs through internal teams and contractor delivery partners.
  • Strengthen project governance, assurance and delivery controls across a complex portfolio.
  • Partner with asset owners and operational leaders to align delivery capability with future infrastructure priorities.
  • Drive commercial performance across procurement, contracts and supplier relationships.
  • Champion quality, safety and environmental performance across all project activities.
  • Lead a high-performing workforce focused on capability, accountability and continuous improvement.
  • Provide expert leadership on complex engineering and infrastructure delivery challenges.
  • Build strong relationships across government, industry and community stakeholders.
  • Drive continuous improvement across project governance, quality systems and delivery performance.

About you

You are an experienced infrastructure executive with a track record delivering major projects and capital programs within civil infrastructure, construction, transport, utilities, resources or similarly complex environments.

You combine strong delivery expertise with commercial acumen, bringing the leadership capability required to manage large workforces, complex stakeholder environments and significant infrastructure portfolios.

You will bring:

  • Significant experience delivering major civil infrastructure programs and projects.
  • Strong commercial, financial and contract management capability.
  • Deep expertise in project governance, assurance, quality and risk management.
  • Experience leading complex organisations through change and performance improvement.
  • Demonstrated success building high-performing teams and leadership capability.
  • Strong stakeholder engagement skills across government, industry and community environments.
  • A collaborative leadership style focused on accountability, performance and results.
