What can you expect from this position?

Reporting to the Director, Capital Planning & Analysis, the Manager, Capital Planning & Analysis is responsible for providing strategic financial leadership and decision support for some of the largest capital infrastructure investments at Toronto Pearson. Acting as the primary finance partner to program leadership, project management offices, and business stakeholders, you will support major investment decisions through sophisticated financial modelling, business case development, forecasting, scenario analysis, and capital performance reporting. This role plays a critical part in ensuring capital programs are financially sustainable, aligned with organizational priorities, and supported by robust governance and reporting practices. As Toronto Pearson embarks on one of the largest airport infrastructure programs in Canadian history, you will also play an integral role in the development of modern capital planning processes, forecasting frameworks, financial models, and reporting capabilities.

As a Manager, Capital Planning & Analysis, you will:

  • Serve as the dedicated finance partner for major capital programs, providing strategic advice and financial leadership to project and business stakeholders.
  • Lead business case analysis, including cost-benefit assessments, scenario modelling, risk analysis, and investment evaluations to support strategic decision-making.
  • Support the development of multi-year capital budgets, forecasts, cash flow projections, and funding plans for complex capital programs.
  • Monitor capital program performance, including budgets, commitments, funding requirements, risks, and opportunities.
  • Prepare executive-level reporting in partnership with program management offices that provide clear insights into financial performance and portfolio health.
  • Develop sophisticated financial models to evaluate investment opportunities, affordability, funding impacts, and long-term financial outcomes.
  • Conduct sensitivity analysis and assess the financial impacts of schedule changes, inflation, demand forecasts, financing strategies, and alternative delivery approaches.
  • Support governance, stage-gate reviews, contract approvals, change management processes, and funding release decisions with rigorous financial analysis.
  • Support the transformation of capital planning capabilities through the implementation of modern forecasting methodologies, systems, tools, and reporting frameworks.
  • Lead, coach, and develop team members while fostering a collaborative, customer-focused, and high-performance culture.

This is the role for you, if you have:

  • 5–7+ years of progressive experience in capital planning, infrastructure finance, project finance, FP&A, investment analysis, or corporate finance.
  • Experience supporting large-scale capital programs, infrastructure projects, or capital-intensive organizations.
  • Demonstrated experience leading or developing team members, including coaching, mentoring, and performance management.
  • Strong expertise in financial modelling, business case development, forecasting, capital planning, and investment analysis.
  • Advanced Microsoft Excel skills, including the ability to build complex financial models and perform sensitivity analysis.
  • Experience using data visualization and reporting tools such as Power BI and working with ERP or financial reporting systems.
  • Exceptional analytical, problem-solving, communication, and stakeholder management skills with the ability to influence decisions at multiple levels of the organization.
  • Proven ability to translate complex financial information into clear and actionable business insights for senior leaders.
  • A post-secondary degree in Business, Commerce, Accounting, Economics, Finance, or a related discipline.
  • CPA, CFA, MBA, or a comparable professional designation.
  • Experience working in a customer-focused, collaborative, and fast-paced environment.
  • Ability to obtain and retain Transportation Security Clearance at the designated level for the position.
