We are currently seeking qualified candidates for a key consultant role to support a Health Information Exchange (HIE) project in Riyadh, Kingdom of Saudi Arabia.

Job Description: Senior Technical & Business Consultant – FHIR, NPHIES & HIE

Position Title: Senior Technical & Business Consultant – FHIR & NPHIES

Contract Duration: 4-Month Fixed-Term Contract (Onsite, KSA) (Possibility of contract extension through end of 2027)

Location: Riyadh, Kingdom of Saudi Arabia (Onsite)

Required Experience: 8–10 Years (Minimum 5 years in HealthTech)

Language Requirements: English (Fluent) & Arabic (Mandatory)

Role Overview

The Technical Consultant will serve as a strategic advisor and technical expert supporting the client’s initiatives within the NPHIES ecosystem. This role demands a deep understanding of healthcare interoperability standards, particularly FHIR (Fast Healthcare Interoperability Resources), and the broader Saudi healthcare landscape, including payer-provider systems, financial health services, and digital transformation goals. The consultant will work closely with cross-functional teams technical, business, and delivery to ensure successful implementation, integration, and optimization of healthcare solutions aligned with NPHIES standards and regulatory frameworks. The role requires a unique blend of strong business acumen and solid technical expertise. The successful candidate will be involved in a variety of activities, including validating the business requirements of new releases, reviewing technical architecture and data structures, and overseeing the alignment of technical and business operations within the system. knowledge in Revenue Cycle & Payors is required.

Key Responsibilities

Domain Expertise & Advisory: Provide expert guidance on FHIR standards, HL7 protocols, and healthcare interoperability. Advise on best practices for integrating NPHIES requirements into existing healthcare systems. Stay current with regulatory updates and digital health trends in Saudi Arabia.

Client Engagement & Needs Assessment: Collaborate with client stakeholders to understand strategic goals, operational challenges, and technical requirements. Conduct gap analysis and recommend tailored solutions for interoperability, data exchange, and financial workflows.

Solution Architecture & Integration: Design and review system architectures that support FHIR-based data exchange and NPHIES compliance. Recommend integration strategies for HIS, HIE, payer systems, and provider platforms. Process Optimization: Identify opportunities to streamline healthcare operations, reduce costs, and improve data accuracy and accessibility. Support automation and digitalization of financial health services with a focus on Revenue Cycle & Payors.

Technology Enablement: Recommend tools, platforms, and technologies that support scalable and secure healthcare data management. Support adoption of cloud-based solutions, APIs, and microservices architectures.

Cross-Team Collaboration: Work closely with Business Analysts, Developers, QA, and Delivery teams to ensure functional alignment and successful rollout. Participate in solution reviews, testing, and validation of new functionalities and release software updates.

Subject Matter Expertise: Act as a trusted SME for NPHIES-related initiatives, providing insights and training to internal and client teams. Support documentation, workshops, and knowledge transfer sessions.

Required Skills & Qualifications Education: BSc. Degree in Software Engineering, MIS, or Computer Science.

Total & Industry Experience: 8–10 years experienced, with solid technical background in SQL, HL7, and healthcare.

Minimum 5 years’ experience in Health Tech industry.

Healthcare IT: Proven experience in healthcare IT systems (HIE, HIS, payer-provider platforms).

Interoperability Standards: Strong understanding of FHIR, HL7, and healthcare interoperability frameworks.

Technical Stack & Architecture: Strong background in software development (.NET, Java, backend/frontend technologies) and SQL. Experience with solution architecture, system integration, and enterprise platforms.

Domain knowledge: Requires knowledge in Revenue Cycle & Payors. Familiarity with NPHIES platform, standards, and operational models is a significant advantage.

Project & Business Analysis: Solid experience in business analysis, requirements gathering, documentation, project management, and delivery oversight capabilities.

Client Skills & Languages: Excellent client-facing and stakeholder communication skills.

Fluency in English; Arabic is mandatory.
