Department: Business Conduct Compliance

Location: Toronto

Status: Regular Full-time (Hybrid)

The Manager, Business Conduct Compliance (BCC) is responsible for maintaining an effective regulatory relationship with assigned dealers by:

  • becoming and remaining knowledgeable about the firm’s business model
  • keeping current with industry and pertinent regulatory developments
  • responding to dealer inquiries and requests for rule interpretations in an expeditious manner

This role leads a team of BCC Examiners conducting field reviews of all non-financial compliance systems of dealer head office and business locations to ascertain compliance with CIRO rules and other applicable statutory obligations.

Core Responsibilities:

  • Scheduling dealer examinations based on risk ranking derived from the risk model
  • Ensuring effective planning of dealer head office or business location examinations to determine scope of review, areas of principle risk and anticipated number of hours required to complete the examination
  • Overseeing execution of the field examination
  • Ensuring efficient and effective conduct of field reviews by reviewing and updating modules and procedures, and communicating incorporated changes to requirements on a timely basis
  • Ensuring department objectives are met through effective leadership and development of employees
  • Collaborating with peers to ensure consistent application of requirements to dealers
  • Reviewing reports of deficiencies identified and required corrective actions with dealers
  • Reviewing new member applications and changes to business models for compliance with regulatory requirements

Key Skills and Competencies:

Must-haves

  • Undergraduate degree
  • Completion of Canadian Securities Course, Conduct and Practices Handbook Course, Options Licensing Course, Futures Licensing Course, Partners, Directors and Senior Officers Course, and Chief Compliance Officers Qualifying Exam
  • 5 years in a compliance function with a Dealer Member and 2 years in a leadership position or 5 years in a compliance function with at least two years as a Compliance Officer with a securities regulator
  • Post graduate degree/professional designation is an asset: law; business; CFA
  • Good understanding of the operations of a CIRO dealer
  • Broad knowledge of all securities industry regulations and their application
  • Good understanding of audit requirements
  • Sound judgment on relevance of findings, application of rules to different circumstances, and necessity of altering ongoing review process based on situations found
  • Effective written and oral communication, presentation, persuasion and negotiation skills
