Anoka County’s Human Services division is committed to working with people to improve lives through collaboration across its five departments: Community Corrections, Community Social Services & Behavioral Health, Economic Assistance, Public Health & Environmental Services, and Job Training Center.

We are seeking a Manager of Business Analytics & Data to collaborate closely with senior leadership within the division to lead a team business analyst staff and facilitate strategic decisions around prioritization of Business Systems Analyst (BSA) resources, technology priorities and data analytics.

This role ensures that the team effectively analyzes, designs, and implements business systems solutions that align with the county’s strategic objectives. The Manager leads the technology and analytics roadmap for Human Services, and provides leadership, guidance, and mentorship to the Business Systems Analyst team, manages workload and priorities, and collaborates across departments to ensure seamless system integration and support. The role is also responsible for coordinating and prioritizing project activities, ensuring compliance with established processes, and driving continuous improvement within the team.

This is a full-time, exempt, hybrid position. Interviews will take place the week of June 8, 2026, for those selected to move forward in the hiring process.

Pay & Benefits

  • Anoka County Salary Schedule Grade 40: $117,790.40 to $164,840 ($56.63 to $79.25 per hour).

Work Location

  • This position will work at the Anoka County Government Center, located at 2100 3rd Ave, Anoka, MN 55303.
  • This position may be eligible for flexible work arrangements, including hybrid work, with some days working remotely and some days working in the office.
  • Expected work hours are Monday – Friday 8:00 a.m. – 4:30 p.m.

Job Duties and Responsibilities
These examples are not all inclusive and are intended to be illustrative of primary responsibilities of an Anoka County Manager, Business Analytics & Data.

  • Manage a team of Business Systems Analysts, including Supervisor, Lead and Senior Business Analysts, providing direction, support, and mentorship.
  • Manage the team’s daily activities, ensuring that tasks are completed on time, within scope, and in alignment with division and county objectives.
  • Train and mentor team members and collaborate with leaders countywide to establish and maintain a community of practice for business analytics at Anoka County.
  • In partnership with department leaders, evaluate division and department business requirements and develop strategic technology and analytics roadmaps for the Human Services Division and Anoka County’s mission.
  • Represent Human Services and Anoka County on statewide work groups, act as lead in collaborative technology and IT projects with other counties and partners.
  • Lead and collaborate to implement enterprise-wide data strategy for Human Services departments.
  • Expand and maintain use of analytics across Human Services. Develop infrastructure, build skills of team members, and create and maintain analytics products for Human Services departments.
  • Manage project activities within the team, ensuring that all phases of project execution, from defining scope, objectives, and planning to implementation and communication, are managed effectively.
  • Provide expert-level technical guidance to business analyst team, assisting with complex system analysis, design, reviewing business needs documentation and troubleshooting.
  • Work closely with leadership to ensure projects have the necessary resources and support.
  • Lead and coordinate the Human Services Division’s data strategy and digital roadmap in alignment with countywide priorities.

Qualifications and Requirements:

Minimum Knowledge, Skills, and Abilities Needed

  • Bachelor’s degree and at least 5 years (2,080 annual hours) of job-related experience.
  • In lieu of the required education, an equivalent combination of education and experience may be substituted on a year-for-year basis.

Preferred Knowledge, Skills, and Abilities Needed

  • Bachelor’s degree or higher in Business Administration, Information Technology, Data Science, Analytics, Statistics, or a related field.
  • Previous leadership experience.
  • Experience with or knowledge of technology systems used in Human Services programs in Minnesota (Social Services, Economic Assistance, Corrections, Public Health and/or Employment and Training).
  • Experience with project management, user experience, agile methodologies, and leading data analytics.
  • Experience working with modern data structures, and with managing data and analytics initiatives and presenting strategies to decision/policy makers.
  • Ability to develop, plan, and implement technology, data and analytics strategic plans.
  • Ability to develop meaningful metrics in support of enterprise and line of business strategies.

Physical Demands and Work Conditions

  • Standard office environment.
  • Vision abilities required by this job include close vision, distance vision, and the ability to adjust focus, such as to work on computers. Ability to see colors, shades, and brightness.
  • Hearing abilities required for general and phone communication, signals, and machine sounds.
  • Assignments are sedentary, occasionally alternating between sitting, standing, walking, crouching, and kneeling as required to perform job responsibilities. Frequent wrist and finger manipulation to complete computer work.
  • Occasional lifting of 10-20 lbs.
  • Equipment used includes computers, phones, and standard office equipment.
  • Occasional travel to other county work sites as needed. Travel between work sites may require driving a county vehicle and/or a personal vehicle.

About Anoka County

The history of Anoka County starts in 1849 when the Minnesota territorial legislature organized the counties of Washington, Ramsey and Benton. What is now Anoka County was embraced in both Ramsey and Benton Counties because the Rum River was the dividing line between the two counties.

As early as 1850, fur traders began to settle on the Rum River in the area now known as Ramsey. As more settlers came into the area, this thriving community was given the name Anoka. The name originated from the Indian language, meaning "on both sides."​

In 1856, Sherburne County was detached from Benton County. That territory, lying east of Sherburne County and west of the Rum River, was also detached to become a part of Ramsey County. By an act of the legislature, Anoka County was formed from Ramsey County on May 23, 1857. The original eight townships included: Anoka, Watertown (Ramsey), Round Lake (Andover), Bethel, Columbus, St. Francis, Oak Grove and Centerville.

The original boundaries of Anoka County were the same as today except for a small portion of the southeastern tip of the county along the Mississippi River at the south. This strip was a tiny county created from Ramsey County the same day Anoka County was created. This tiny county was given the name of Manomin and occupied only about one-third of a congressional township. It functioned as an organized county until abolished and attached to Anoka County by constitutional amendment November 2, 1869. As an organized township of Anoka County, Manomin kept this name until it was changed to Fridley in 1879.

In 1877, the Board of County Commissioners voted to build a courthouse on the present site of the County Courthouse. The building was completed in January 1878. Starting in 1955 various construction projects have transformed the original Courthouse into the Anoka County Government Center and numerous other buildings including: Libraries, Highway Maintenance, Parks Administration and Human Services facilities.
