The Manager, Business Transformation & Change Management (Workforce Analytics) is a strategic and influential leader within the Business Services, Systems & Insight Section of the People & Equity Division, responsible for advancing business transformation and driving continuous improvement. Central to this role is the implementation of the City’s HR Business Intelligence Strategy, introducing advanced analytics tools and capabilities that promote evidence based decision making across the organization.

Reporting to the Director, Business Services, Systems & Insight, the Manager will also work in close partnership with the Project Director responsible for leading the broader business transformation agenda. Together, you will ensure alignment between transformation initiatives, analytics modernization, and the future service delivery model.

You will lead the Workforce Analytics & Insights (WAI) team, fostering a culture of innovation, continuous learning, and excellence. This includes leveraging modernized enterprise analytics platforms, advancing data governance practices, and delivering high quality, user-centred products with actionable insights that drive strategic and operational priorities.

A critical component of this role is maintaining strong partnerships with key stakeholders such as the Technology Services Division (TSD) and other corporate partners. You will collaborate to ensure analytics solutions and data architecture align business and technology needs, supporting secure, scalable, integrated workforce analytics capabilities that enable the transformation goals.

Beyond technology and analytics, this role plays a pivotal function in preparing the organization and the team for change. You will ensure that the people, structures, and processes required to support the transformation are in place, effective, and aligned to future-state priorities.

Key responsibilities include:

• Driving transformation initiatives that align with the future service delivery model.
• Leading the development and deployment of advanced analytics platforms and workforce reporting capabilities.
• Overseeing change management strategies to support technology adoption and process integration.
• Managing inter-divisional partnerships, and contributing to policy and program development.
• Championing continuous improvement, innovation, and best practices in workforce analytics and reporting.

Key Qualifications

1. Degree in Business or Public Administration (or equivalent experience and education).
2. Extensive experience leading business transformation in large, complex organizations; HR transformation experience preferred.
3. Expertise in business process reengineering, data reporting, analytics strategies, and systems integration.
4. Experience with people analytics and HCM solutions (e.g., SAP SuccessFactors, Workday, PeopleSoft) and intelligent business tools.
5. Proven ability to lead, motivate, and develop diverse teams in dynamic environments.
6. Strong relationship-building skills with employees, unions, senior management, client divisions, and external stakeholders.
