To plan, manage and monitor the implementation of treasury management and trading related activities and processes in order to deliver on approved operational plans in an effective and efficient manner.

Job Description

Job Purpose:

· To support the Head of Balance Sheet Management in executing the Bank's balance sheet management agenda across funding and liquidity management, asset and liability management, funds transfer pricing and ALCO governance.

· The role is responsible for producing robust analysis, forecasts and management information; monitoring regulatory and Board-approved limits; coordinating governance processes and regulatory submissions; and translating approved balance sheet strategy into actionable funding, liquidity and pricing recommendations.

· The role provides proactive insight into emerging balance sheet risks and opportunities and ensures timely escalation of material risks, limit pressures, control issues and forecast variances to the Head of Balance Sheet Management and the appropriate governance committees.

Key Accountabilities

Funding and Liquidity Management

· Produce and maintain funding and liquidity forecasts, identifying emerging gaps, concentration risks, refinancing requirements and mitigating actions.

· Monitor actual funding performance against the approved funding plan, financial plan, risk appetite, regulatory requirements and internal limits, and explain material variances.

· Prepare recommendations on funding mix, tenor, currency, product and timing to support liquidity resilience, business growth and funding cost optimization.

· Monitor deposit composition, stability, concentrations, maturity profiles and behavioral characteristics, with particular focus on sustainable customer funding and CASA growth.

· Assess local and foreign currency funding requirements and recommend the level, tenor and timing of funding support required.

· Coordinate monthly funding and BA 610 liquidity risk reporting, including commentary on movements, emerging risks and management actions.

· Monitor funding limits and exposures managed through Global Markets or Treasury Execution Services and escalate actual or forecast breaches.

· Maintain the Contingency Funding Plan, coordinate periodic testing and support execution of approved actions during liquidity stress.

· Coordinate liquidity stress testing (ILSM), reverse stress testing and survival-horizon analysis.

· Support local regulatory and Group liquidity reporting, including validation, reconciliation, review and submission governance.

ALCO Governance and Management Information

· Coordinate the end-to-end monthly ALCO process, including agenda planning, submission timelines, quality review, pack production and distribution.

· Review submissions for accuracy, consistency, completeness and alignment with the Bank’s balance sheet priorities.

· Prepare concise executive commentary on funding, liquidity, and ALM matters for the ALCO pack.

· Maintain the ALCO action tracker and follow up on overdue actions and decisions.

· Maintain governance records, including approved Terms of Reference, attendance records, decisions and supporting documentation.

· Support preparation of accurate ALCO minutes and communication of decisions to relevant owners.

· Act as alternate ALCO Secretary when formally delegated by the Head of Balance Sheet Management.

· Escalate late, incomplete or inconsistent submissions before pack circulation.

ILAAP, Recovery and Resolution Planning

· Coordinate the annual ILAAP process, including Liquidity forecasts, stress testing - ILSM, risk assessments, management actions and supporting documentation.

· Support preparation of the final ILAAP submission and completion of internal governance and approval requirements.

· Coordinate liquidity adequacy assessments and associated funding and liquidity risk documentation, where applicable.

· Coordinate the financial and balance sheet components of recovery and resolution planning.

· Maintain recovery indicators, thresholds, escalation arrangements and management-action documentation.

· Support periodic testing and simulation of recovery and contingency actions.

· Track regulatory feedback, internal review findings and remediation actions relating to ILAAP, recovery, resolution, and liquidity.

· Ensure consistency between the strategic plan, financial plan, ILAAP, funding plan, contingency funding plan, recovery plan and stress-testing assumptions.

Governance, Controls and Data Quality

· Maintain a robust control environment across funding, liquidity, ALM and processes.

· Ensure key reports and submissions are reconciled to Finance, Risk, Treasury and regulatory source data.

· Maintain clear review, approval and evidence standards for material calculations, reports and submissions.

· Conduct periodic control assessments and coordinate timely remediation of identified weaknesses.

· Support Internal Audit, External Audit, Risk, Compliance and regulatory reviews.

· Track audit and regulatory findings to closure and escalate overdue or high-risk items.

· Drive automation and process improvements that enhance accuracy, timeliness, insight and operational resilience.

· Ensure methodologies, procedures, controls and key-person dependencies are appropriately documented.

Decision-Making Authority and Escalation

· Operate within approved policies, standards, mandates, limits and delegated authorities.

· Recommend funding, liquidity, and ALM actions for approval through the appropriate governance forum.

· Escalate actual or forecast regulatory breaches, risk appetite breaches, material control failures, reporting errors and significant forecast variances without delay.

· Refer material methodology changes, strategic decisions, external regulatory positions and exceptions to approved standards to the Head of Balance Sheet Management for sponsorship and approval.

· Act on behalf of the Head only where authority has been formally delegated.

Preferred Qualification

· Bachelor’s degree in finance, Accounting, Economics, Mathematics, Statistics or a related discipline.

· Relevant professional qualifications such as CFA, ACCA, CPA, FRM, ACT or equivalent are advantageous.

· Postgraduate qualifications in Finance, Risk, Economics or Business Administration are advantageous.

· ACI qualification is advantageous where financial-markets activity forms a material part of the role.

Preferred Experience

· At least seven years of relevant banking experience, with meaningful exposure to balance sheet management, capital management, funding and liquidity, ALM, FTP, Treasury Finance or financial risk management.

· Experience preparing for senior management, ALCO, Board or regulatory submissions.

· Experience in financial modelling, forecasting, stress testing and management information.

· Experience managing complex cross-functional deliverables and influencing senior stakeholders.

· People-management or team-leadership experience is preferred.

Knowledge and Skills

· Strong knowledge of banking, financial markets, balance sheet management, prudential requirements, governance and control standards. Advanced analytical, stakeholder-management and executive-communication skills.
