Job Summary

The Manager, Air Traffic Services (ATS) Learning Policy and Quality is primarily responsible for the development and oversight of the ATS Learning policy framework and ensuring regulatory compliance through auditing. The role is also responsible for integrating quality assurance and alignment to the NC-QMS Program while focusing on the effectiveness of internal processes and continuous improvement.

Possible Work Locations: Ottawa Head Office, Gander ACC, Moncton ACC, Montreal ACC, Toronto ACC, Winnipeg ACC, Edmonton ACC, or Vancouver ACC.

In this role you will:

• Develop, implement, and evaluate ATS Learning policies through stakeholder collaboration, feedback, and engagement.
• Analyze performance and effectiveness of ATS Learning policy, integrated Quality Assurance, and compliance processes.
• Conduct training reviews related to student progression to ensure compliance with ATS Learning policy.
• Develop and maintain ATS Learning Audit Framework, processes, and tools.
• Conduct audits to evaluate compliance with internal and external regulatory standards.
• Identify trends and non-conformities through audit activities and recommend, monitor, and report on corrective actions and mitigations.
• Report on compliance audit, corrective action, and process improvement trends and performance.

What you bring:

Education:

• Successful completion of post-secondary education with specific knowledge in the areas of business administration, adult education, psychology, and/or compliance auditing.

Experience:

• 3 years supervisory or management experience, with a demonstrated commitment to quality, accuracy, and attention to detail.
• Experience in project management.
• Experience developing and maintaining business relationships with internal and external clients.
• Experience in developing and implementing new working tools, technologies, or processes that improve consistency, efficiency, and compliance.

Knowledge:

• Knowledge of the air navigation industry and associated operational standards.
• Knowledge of organization and ATS Learning policies, processes, and practices related to the Safety Management System (SMS).
• Knowledge of Quality Management principles, quality assurance practices, and continuous improvement methodologies.
• Knowledge of internal and external regulatory standards and requirements.
• Knowledge of compliance auditing principles, analysis, and reporting standards.
• Knowledge of corrective action planning, root cause analysis, and process improvement.
• Proficiency in Microsoft Office applications including MS Excel, MS PowerPoint, and MS Word.

Working Conditions:

• This position is a hybrid position with a minimum 3 days per week on site.
• Occasional travel required.
