Job Description

Reporting to the Principal the Manager, Administration & Operations will lead their team through data driven decision making which will include aspects of Tribal law and policy application, budget management and reporting, shared services management, managing and collecting student data as it pertains to WASC, and partnering with human resources for overseeing systems that manage staff training and compliance.

ESSENTIAL DUTIES AND RESPONSIBILITIES

  1. Administration and Operations
  • Demonstrates the ability to accurately apply Tribal policies and law in all areas of program management, budget and department responsibilities.
  • Collaborate with school and department staff to determine and accommodate needs in areas related to program compliance and administration and update current systems or implement new systems to streamline daily operations.
  • Partners with the leadership team prepare reports for the Education Board, project summaries, and data reporting related to the department’s major initiatives.
  • Oversee the organization and coordination of department documents, student records may be of a highly technical or confidential nature.
  • Implement department policies, parent handbooks, and the department safety plan for all Education Department staff and shared services. Develops, evaluates and makes recommendations to the leadership team regarding updates.
  • Manage all shared services responsibilities through routine check-ins, meetings, or other necessary systems.
  • Oversee Tribal communications related to Education Department programs and initiatives, ensuring messaging is accurate, timely, consistent, and aligned with communication standards.
  • Provide administrative support during the WASC process to the leadership team, parent working group and Education Board to draft mid-year and comprehensive self-study report.
  1. Accounting and Finance
  • Oversee all aspects of the department budget, which includes school, department, and general welfare benefits. Monitors the Education Department budget for accuracy and trends, and reports inconsistencies and negative trends to the Principal and Director in a timely manner.
  • Prepares department-wide technical reports to be reported on a quarterly basis to the Education Board.
  • Organizes and accurately tracks all spending in alignment with Tribal laws and policies.
  1. Data Management
  • Develop procedures and guidelines to ensure consistency in data reporting and project management.
  • Manages multiple student databases to ensure that administrative functions are aligned with approved policies and Tribal laws regarding any confidential student information.
  • Prepare and maintain a variety of records and reports related to department initiatives.
  1. Human Resources
  • Serve as a technical resource to department leadership for teaching credential eligibility, requirements, procedures, and familiar with the process to clear teacher credentials.
  • Works with Human Resources to verify completion of required staff training such as mandated reporter, CPR, and safety training.
  • Facilitates onboarding of new staff and serves as a subject matter expert and trainer on Tribal community engagement, providing education and guidance to new hires and existing staff on cultural competency, relationship-building, community-specific needs, and best practices to foster respectful and effective interactions.
  1. Performs other duties as assigned to support the efficient operation of the department.

SUPERVISORY RESPONSIBILITIES

Carries out supervisory responsibilities in accordance with the organization’s policies and applicable laws. Responsibilities include interviewing, hiring and training employees; planning, assigning reviewing and directing work; evaluating and appraising performance; rewarding and disciplining employees; addressing complaints and resolving problems. Makes hiring decisions and designs individual development plans with succession planning in mind for all key roles.

EDUCATION, EXPERIENCE AND QUALIFICATIONS

  • A bachelor’s degree is required.
  • A minimum of 3 years of experience in providing medium to high-level administrative, operational, and financial support to management is required.
  • A minimum of 3 years of supervisory experience of multiple staff is required.
  • Administrative experience in a school environment is preferred.
  • Related, relevant, and/or direct experience may be considered in lieu of minimum educational requirements indicated above. 

KNOWLEDGE, SKILLS AND ABILITIES (KSA)

  • Knowledge of Western Accreditation of Schools and Colleges process is required.
  • Must be willing and capable to learn the Serrano language.
  • Must consistently maintain poise and a professional demeanor under challenging and high-pressure situations.
  • Excellent written and verbal communication skills to interact with Tribal community, executives, and external stakeholders.
  • Excellent organization, time management and follow-up skills; high sense of urgency; demonstrated ability to successfully handle multiple projects concurrently; ability to work as a team is required.
  • Ability to communicate, and present effectively, and the demonstrated ability to be persuasive and interact with diverse audiences.
  • Knowledge of business and management principles in leadership techniques, resource allocation, coordination of resource and people is required.
  • Strong analytical skills to assess situations, obtain appropriate information and make sound judgment and independent decisions.
  • Strong interpersonal and communication skills.
  • Ability to handle highly sensitive and confidential information using tact, diplomacy and exemplary judgment.

REQUIRED LICENSES, CERTIFICATIONS AND REGISTRATIONS

  • As a condition of employment, candidates and incumbents are required to pass pre- and post-employment screening including Live-Scan, background, drug testing, and tuberculosis (TB) testing.
  • Authorized Driver: Role requires operation or driving of Tribe-owned vehicles or driving patron vehicles. A valid driver’s license with an acceptable driving record as determined by the insurance carrier is required.

PHYSICAL REQUIREMENTS/ WORKING CONDITIONS – ENVIRONMENT

  • Primary work environment is in a climate-controlled office setting.
  • Work requires travel to attend meetings, trade shows, and conferences.
  • Incumbents may be required to work evening, weekend and holiday shifts.
  • Must be able to work in a fast-paced, high-demand environment.
  • Strength sufficient to exert up to 10 pounds of force occasionally and/or a negligible amount of force frequently or constantly to lift, carry, push, pull or otherwise move objects and/or move up to 40 pounds occasionally.
  • Sedentary work: involves sitting most of the time. Constantly operates a computer and other office productivity machinery, such as a calculator, copy machine, and computer printer.
  • Physical activities that apply to the essential functions of the position are balancing, stooping, kneeling, crouching, reaching, pushing, pulling, lifting, grasping, talking, hearing, and repetitive motions.
  • Hearing sufficient to hear conversational levels in person, via videoconference and over the telephone.
  • Speech sufficient to make oneself heard and understood in person, in front of groups, in meetings, via videoconference and over the telephone.
  • Visual acuity that meets the requirements of the position: The worker is required to have close visual acuity to perform an activity such as preparing and analyzing data and figures; transcribing; viewing a computer terminal; expansive reading and visual inspection of employees, visitors or facility.
  • Mobility sufficient to safely move in an office environment, walk, stoop, bend and kneel, and enter, exit and operate a motor vehicle in the course of travel to promotional events, meetings, conferences, trade shows and San Manuel properties.
  • Endurance sufficient to sit, walk and stand for extended periods, and maintain efficiency throughout the entire work shift and during extended work hours.
  • The employee may be exposed to fumes or airborne particles including secondhand smoke.
