Under the authority and responsibility delegated by the Assistant Director-Administrative Services, and in accordance with the ICC’s budget and appropriations, responsibilities include assisting with the development, analysis and interpretation of statistical and accounting information in order to appraise operating results, performance against budget, and other matters bearing on the fiscal soundness and operating effectiveness of the organization.

Essential Functions

• Approve and monitor expenditures under the authority and responsibility delegated by the Assistant Director-Administrative Services, and in accordance with the budget appropriations. Responsible for ensuring compliance withthe many guidelines for Accounts Payable process (e.g. SAMS Manual, Accounting Bulletins, State TravelRegulations, interest calculation and payments, Statewide ERP guidelines, etc Resolves outstanding vendor invoiceissues. Prepares and/or reviews and approves account reconciliations. Approves appropriation and budgetallocation transfer entries.
• Responsible for the review/preparation of agency reports to the Office of the Comptroller required by the StatewideAccounts Management System procedures including accounts receivable, fixed assets, serves as Agency Lead in thepreparation for the agency’s GAAP packages, etc.
• Supervise and direct staff of the Financial Information Section. Assign work, approve time off. Provide adequatetraining and mentoring support to effectively create an efficient and morale building team environment. Evaluate theperformance of assigned staff and recommend salary adjustments as necessary. Evaluate the functions and dutieson a periodic basis and recommends process changes, internal control enhancements, and position adjustments asnecessary.
• Responsible for the annual preparation and/or review of the Transportation Fund Annual Report, Agency Fee Imposition Report, Tax Expenditure Report, and other reports as requested.
• Serves as primary liaison with internal and external audit for financial reviews and issues.
• Performs other duties as required or assigned, which are reasonably within the scope of duties enumerated above.

Minimum Qualifications

• Requires knowledge, skill, and mental development equivalent to completion of four years of college with courses in accounting and finance preferred.
• Requires three to five years of responsible State of Illinois Accounts Payable experience.

Preferred Qualifications

• Prefers working knowledge of manual and automated accounting systems.
• Prefers SAP experience.
• Prefers well-developed financial analysis capabilities.
• Prefers demonstrated ability to operate personal computers and software packages including spreadsheets, word processing, Adobe products; and a general knowledge of data bases.
• Prefers working knowledge or experience with State of Illinois GAAP packages.
• Prefers superior oral and written communication skills.
• Prefers prior supervisory experience.
• Prefers a CPA, but not required.

General Functions of the Illinois Commerce Commission

The ICC regulates Illinois investor-owned electric, natural gas, telephone, water, and sewer companies. In addition, the Commission exercises authority over railroad safety and hazardous materials movement, towing companies operating in the Chicago area, and motor carrier insurance requirements.

The Commission is responsible under state law for ensuring that the citizens of Illinois receive safe, efficient, and reliable utility service at reasonable costs. The ICC must balance the consumers' needs against the financial needs of the utilities. In the continually changing utility environment, staff also recommend new ways to deal with a marketplace in transition, particularly in the telecommunications and electric sectors, where competition is reshaping the industry.
