Examples of duties

Under the direction of the Director of Public Affairs, the Assistant Director assists with the management and daily operations of the Public Affairs Section and exercises supervisory and administrative authority as assigned or delegated by the Director. In coordination with the Director of Public Affairs, develops, implements, and evaluates program and project goals, objectives, and procedures consistent with the strategic direction and priorities established by the Director. Performs professional administrative, managerial fiscal and analytical duties. Supervises professional staff assigned to the Section.

  • Plans, develops, manages agency programs, initiatives and projects through the management of the Public Affairs Section.
  • In coordination with the Director of Public Affairs, develops, implements, evaluates program and project goals, objectives and procedures consistent with the strategic direction and priorities established by the Director.
  • Supervises professional and administrative staff assigned to the Section and provides direction consistent with established Section priorities.
  • Assists the Director in coordinating the work of the Public Affairs Section, both within and outside the agency.
  • At the direction of the Director of Public Affairs, provides advice, consultation, and guidance regarding Public Affairs Section to members of Command staff and other Department personnel.
  • Assists the Director of Public Affairs in the development, administration, evaluation of policies, procedures, methods, systems and techniques related to Public Affairs Section operations.
  • Manages the preparation, execution and oversight of a large and complex operating, capital and grant budget.
  • Supervises preparation of budget requests, justification and formal proposals.
  • Studies and analyzes section-related fiscal, informational, operational and management issues.
  • Collects, compiles and analyzes data.
  • Researches and prepares related reports.
  • Serves as a liaison with other agencies and programs.
  • At the direction of the Director of Public Affairs or Department leadership, may represent the Department at meetings, conferences and seminars.

Qualifications

Graduation from accredited college or university with a bachelor's degree, preferably in business administration, public administration, economics, or a related field.

Plus

Six years' experience performing professional fiscal, administrative, and analytical duties, two years of which were in a supervisory capacity.

(Additional experience involving the analysis and evaluation of budgets, systems, policies and procedures, organizations and programs may be substituted on a year-for-year basis up to a maximum of four years for the required education. Education in business administration, public administration, or a related field beyond a bachelor's degree may be substituted on a year-for-year basis for the non-supervisory experience.)

Knowledge, Skills and Abilities (Entry Level)

  • Comprehensive knowledge of the principles and practices of public and business administration.
  • Comprehensive knowledge of the principles and practices of budgeting and statistical analysis.
  • Knowledge of current office practices, procedures and systems.
  • Comprehensive knowledge of the principles and practices of supervision of professional and administrative staff .
  • Skill in supervising programs and special projects.
  • Skill in formulating, executing, and controlling budgets.
  • Skill in analyzing expenses, revenues and other budgetary data.
  • Skill in researching, analyzing and reporting on management issues.
  • Skill in performing fiscal analyses of proposals.
  • Skill in performing statistical analysis of data.
  • Skill in administering grants and contracts.
  • Skill in supervising staff.
  • Skill in supervising agency administrative functions.
  • Ability to plan, develop, and direct agency programs, initiatives and projects.
  • Ability to serve as an aide to the department head, deputy department head and other agency management staff .

  • Knowledge of County and departmental rules, regulations, policies and procedures.
  • Knowledge of County budgetary and purchasing processes, procedures and methods.
