Summary

The City of Pasadena Transportation Department is seeking a Management Analyst III (Transportation Analyst) to provide high-level financial and administrative support to the Administration Division.

This position reports directly to the Management Analyst V (Transportation Budget Analyst) and is responsible for preparing expense and revenue forecasts, supporting grant management, monitoring the operating budget, and managing non-general fund sources. The Management Analyst III (Transportation Analyst) will also provide key support for Capital Improvement Projects (CIP).

The ideal candidate has strong analytical abilities, attention to detail, and effective interpersonal skills. Must possess excellent written and verbal communication skills and be familiar with transportation funding sources, preferably within the public sector.   • Budget/Financial Analysis: Responsible for functions involved in the preparation of the annual operating budget for department, and the Capital Improvement Program (CIP). Monitors and controls budget; conducts revenue and expenditure forecasting and research; fund management, and other financial functions.
  • Grant Management: Researches and evaluates grant opportunities to provide financial support for the department’s grant strategies and capital improvement projects. Assist with preparation of grant applications, and tracks status of all active grants in the department.
  • Program/Organizational Analysis: Analyzes and evaluates /division/ objectives, programs, organizational structure, operations, and control systems; coordinates City wide programs.
  • Contract Administration: Research contract services and supply needs; develops and negotiates contract terms; monitors contract compliance and mediates user/provider complaints.
  • Conducts research and analyzes financial and statistical data. Assists in the development of goals, objectives, policies, and procedures; investigates, interprets, analyzes, and prepares recommendations in relation to proposals for new programs, grants and/or services; analyzes, interprets, and explains City policies and procedures; confers with members of the public to explain procedures and policies; investigates and prepares reports on specific requests and complaints pertaining to City/departmental/division activities.
  • Conducts research and analyzes statistical and other data; makes recommendations on administrative and operational problems, policies, and procedures.
  • Represents the City in the community and at interdepartmental, interagency, and professional meetings.
  • Regular attendance is an essential function of this classification.

Qualifications

Minimum qualifications: Any combination of education and/or experience that has provided the knowledge, skills, and abilities necessary for acceptable job performance. Example:

  • Bachelor's degree in business or public administration, finance, or a closely related field.
  • Three (3) years of full-time progressively responsible analytical or administrative experience, one year of which is at the journey level.

Desired qualifications:

  • Municipal/government budget or finance experience is highly desired.
  • Knowledge of procurement practices and procedures preferred.
  • Familiarity with Tyler Munis or other financial management systems.
  • Contract and budget preparation and administration.

SELECTION PROCESS

The selection process will consist of any combination of evaluation of training and experience/subject matter expert review, candidates deemed most highly qualified will be invited to participate in a written examination of analytical skills, structured interviews and/ or a department-level interview.
