Management Analyst III (FMS SME)

Location: Manila, Philippines (Onsite)

Sayres Defense is seeking a Management Analyst III (FMS Subject Matter Expert) to support the Joint U.S. Military Assistance Group (JUSMAG) in Manila, Philippines. This role provides expert-level support in Foreign Military Sales (FMS) case development, execution, and program management in support of U.S. security cooperation objectives.

Responsibilities

  • Provide subject matter expertise in Foreign Military Sales (FMS) case development, execution, and closure
  • Support planning, programming, and execution of security cooperation initiatives
  • Develop, review, and manage FMS case documentation, including LOAs, amendments, and modifications
  • Track case execution, funding, and delivery schedules to ensure alignment with program objectives
  • Coordinate with U.S. Government stakeholders, program offices, and partner nation representatives
  • Support financial tracking, budgeting, and reconciliation of FMS cases
  • Prepare reports, briefings, and program status updates for senior leadership
  • Ensure compliance with DoD security cooperation policies, FAR/DFARS, and applicable regulations

Qualifications

  • Bachelor's degree (Business, International Relations, or related field preferred)
  • 10+ years of experience in FMS, Security Cooperation, or DoD program support
  • Strong knowledge of DSCA processes, LOA development, and case execution lifecycle
  • Experience supporting international programs or partner nation engagements
  • Excellent communication and stakeholder coordination skills
  • Proficiency in Microsoft Office Suite
