The Department of Corrections is seeking a highly motivated and qualified individual to fill an internal project position as Management Analyst 5. Internal DOC Headquarter only.

The Health Services Division provides health care administration with a comprehensive, complex health care delivery system. This includes oversight and complete responsibility in each institution for the medical, dental, and mental health facility, intermittent and contract employees consisting of high-level clinical professionals and clinical support staff and providing consultant and advisory services to the Department of Corrections on health care matters. The division ensures patients receive their constitutional mandated right to health care while incarcerated and plans for the patients return to the community as seamlessly as possible. Those patients who will not return to the community will be provided a constitutional level of health care throughout their lives.

This Management Analyst 5 (Health Services Lead Analyst) reports to the Health Services Administrator who oversees the Gender Affirming and MOUD programs. and acts as a lead analyst in providing statewide development, implementation, design, and sustainability of Population Health reporting specifically for the Gender Affirming and Addiction Medicine programs which are both currently under legally binding settlement agreements with high financial consequence should data and therefore compliance requirements not be met. Both Settlement Agreements span over multiple years requiring expansion of services that are currently being provided to encompass the entire incarcerated population. Additionally, this position will also be responsible for development and management of Provider One claims reporting, monthly Drug Allocation and Provider One Accruals, leads death data analysis, acts as lead analyst for Health Services Data Governance Committee, oversight of health services purchasing of equipment, and supports Health Services Management Analyst 4s in everyday tasks, ad hoc requests, and training.

Examples of duties

Perform duties as a Lead Health Services Data and Analytics Analyst. Assists in development, maintenance, and training of consistent processes around responsive requests for internal and external stakeholders for Population Health reporting and equipment needs. Contribute to problem solving efforts as identified and prioritized by agency leadership, and other process improvement efforts within Health Services.

Consult with managers, clinical staff, internal stakeholders, external stakeholders, and staff to evaluate the underlying factors that influence reports, dashboards, measures, and further data integrity.

Independently designs, develops, prepares analysis, and oversee the implementation of data reports addressing complex and sometimes unprecedented issues relating to business practices, policies, and data management for the Gender Affirming, Addiction Medicine, Pharmacy and other high-priority programs within Health Services Division.

Work with the Health Services Leadership team to formulate strategies to generate and integrate complex data into analysis of trends, issues, and outcomes as well as present findings and recommendations to executive staff and external consultants.

Respond to ad hoc requests to internal and external stakeholders

Participate in and/or lead problem-solving and process improvement workgroups for Population Health reporting

Coordinate and communicate on high-cost medical equipment purchases with internal and external stakeholders to include front line staff, Health Services administrators, Health Services managers, and vendors

Consult with DOC staff members and external customers regarding Population Health, and other data needs/requirements

Using SQL, SQL Server Reporting Services, Health Service SQL database, and Power BI design, develop, and implement Population Health data management and operational reports addressing complex issues related to business practices, policies, and data management

Formulate strategies to generalize and integrate complex data for analysis of trends, data issues, and outcomes

Provide complex analysis, planning, solutions, and advice for internal and external customers

Work with external consultants (i.e., federal and state agencies, the Attorney General’s Office and higher education partners) and internal staff to determine what data needs to be collected, when, where, how, by whom, to ensure the most efficient and effective deployment of resources and to achieve the desired results of the Department

Identify and implement data processing improvements, including but not limited to efficient coding, ensuring appropriate documentation, data integrity, and streamlining processes

May require understanding of SAS to implement conversion of reports from SAS to SQL

Gather requirements of reports by identifying data source(s) and counting rules

Provides data for data sharing agreements with CLS, DRW, DOH and other external stakeholders as needed

Maintain code: update as required and when policy or practices dictate

Completes statistical analysis

Respond to mandatory Health Services Division related ad hoc and recurring requests from internal and external stakeholders in a responsive, accurate, and timely manner. Independently develop, prepare analyses, and recommend data and business rules that support data needs, summaries, and reports. Requests include those from legislative staff, the Governor's Office, Communication office, WA Department of Health, Health Care Authority and other high-profile customers.

Mandatory reports include: Quarterly Gender Affirming Care Report to DRW, Biannual MOUD report to CLS, Monthly Provider One Accrual, Monthly Provider One Reconciliation, Monthly Drug Allocation, Yearly RAB CAFR report, Yearly Equipment Requests/Ready Lists, Washington Center for Bleeding Disorders reporting.

Responsibilities include:

  • Isolate High-Need Populations: Query and analyze complex health datasets to isolate specific, vulnerable, or high-need patient populations within each facility across the State.
  • Identify Gaps in Care: Proactively identify systemic or facility-specific issues where patients are missing necessary medical interventions.
  • Facility Correction & Collaboration with Leadership: Engage in difficult but necessary consultations with HQ and facility leadership to address data errors, operational bottlenecks, and care deficiencies. Partner with them to implement corrective actions.
  • Standards Alignment: Ensure that patient care aligns with national, state, and Department of Corrections (DOC) healthcare standards, directly driving the improvement of overall facility metrics.
  • Assist with or develop connections between different data sources to help with numerous taskforce/committees/workgroups to better ascertain comprehensive data (GA, MOUD, SRU, Polypharmacy, MIR, QRR, etc.) to enable visualization of the data as a whole. This is integral to high level decision making and ensures appropriate fiscally responsible, resource deployment.

Specific Tasks include but are not limited to:

  1. Identify requirements of the request

  3. Identify appropriate platform for presentation (i.e. Excel, SQL Server Reporting Services, Power BI, etc.)
  4. Plan approach for writing the appropriate code
  5. Write code to fulfill requirements

  10. Track work progress and completed product
  11. Maintain code; updating as required or as changes in policy or practice dictate

Perform duties of a lead analyst for the Health Services Division. Assist in the development, maintenance, and training of consistent processes around responsive requests for internal and external stakeholders.

Provide assistance as needed to the Deputy Assistant Secretary, Health Services Administrator and other Health Services Leaders such as assigning work to MA4, attending meetings, preparing talking points and briefings for executive management, and reviewing agency data publications. Work with the Health Services Leaders to develop strategies to improve and advance the division's data analytics.

Supports the Health Services Administrator with Project Management for the MOUD and GA data analytics and reporting.

  • Data Validation: Review and audit pre-existing datasets across various systems to ensure absolute accuracy and integrity before findings are utilized for operational decisions.
  • Technical Execution: Directly utilize SQL Servers for complex data extraction and Power BI to build intuitive, actionable dashboards for facility and executive monitoring.
  • Cross-Functional Tracking: Oversee and analyze diverse operational data streams, including:
  1. Pharmacy Data: Statewide MOUD utilization, Tracking medication compliance, high-cost formulations, and prescribing trends.
  2. Billing and Claims: Analyzing operational costs, utilization reviews, and outside medical spending.
  3. Health Status Reports (HSRs): Monitoring macro-level health trends across the state.
  • Special Project Collaboration & Clinical Partnership
  • MOUD Project Collaboration: Serve as a key operational and analytical collaborator on the MOUD expansion project, providing the data validation, population tracking, and metrics necessary to support the project's rollout and success.
  • Clinical Leadership Partnership: Collaborate directly with Deputy Chief Medical Officer and each facility’s Medical Director to align data insights with clinical realities, helping them identify targeted patient populations and improve program delivery.
  • Interdisciplinary Liaison: Bridge the gap between data-driven operational mandates and the clinical needs voiced by Program Directors to ensure smooth project implementation.
  • Medical Equipment & Resource Capacity Analysis
  • Asset Management Analysis: Oversee the data tracking and logistical modeling for medical equipment needs across all state facilities, ensuring clinics are properly equipped to meet their specific population's acuity level.
  • Budget & Dollar Impact: Evaluate the financial impact of equipment procurement, pharmacy utilization, and billing claims, providing recommendations that safeguard high-dollar agency budgets and revenue.
  • Stakeholder Consultation, Process Improvement & Leadership
  • Expert Consultation: Provide expert-level advice to executive management, Clinical Program Directors, facility superintendents, and healthcare managers regarding highly complex, unprecedented operational issues.
  • Process Improvement: Lead multi-disciplinary teams to implement process improvement strategies, working alongside IT and facility staff to determine future system requirements, policies, and staffing models.
  • Executive Reporting: Produce and present complex, high-level reports and findings to diverse stakeholders, including department heads, boards, commissions, and elected officials.

Specific Tasks include but are not limited to:

  1. Assign ad hoc requests
  2. Train and mentor staff on SAS/SQL (or equivalent) programming
  3. Consult and mentor staff on approaches to data analysis and presentation
  4. Provide recommendations on how to respond to and prevent data discrepancies within the Agency
  5. Validate and conduct quality assurance checks on work products, internal processes, and publications
  6. Establish and maintain consistent processes for responding to data requests
  7. Attend meetings, present findings/recommendations, and facilitate interaction between diverse groups on behalf of the Health Services Informatics Manager
  8. Create and maintain report documentation for HS Data Governance Committee, presentations, dashboards, data extraction from outside agencies.

Seek solutions to continuously improve the information produced and distributed by the Health Services Division

  • Identify and implement data processing improvements, including but not limited to efficient coding, ensuring appropriate documentation, and streamlining processes
  • Establish, implement, and adhere to branding, formatting, and data presentation and verification guidelines
  • Determine appropriate product and dissemination methods based on customer needs
  • Conduct ongoing assessments of data quality and provide methods to improve data integrity

Perform other duties as assigned or required.

  • May include such things as participation in interagency and cross state agency work groups, special projects, and back-up support of other positions. Working with other divisions within the agency to provide data upon request, working with Emergency Operation Command to provide data upon request, working with Communications to provide data upon request.

Qualifications

Required qualifications:

  • At least five (5) years of experience in managing complex datasets and responding to research and/or policy-related inquiries; college/university level education from an accredited institution whose accreditation is recognized by the U.S. Department of Education or the Council for Higher Education Accreditation may substitute year for year;
  • Demonstrates advanced degree of skill with SAS (or equivalent software) and/or structured query language (SQL or equivalent), to include the use of complex joins, using multiple data sources, and developing stored procedures, tables and views;
  • At least two (2) years of experience in High-Cost Medical Equipment Purchasing;
  • Demonstrates intermediate degree of skill with SQL Server Reporting Services (SSRS) and SQL Server Analysis Services (SSAS);
  • Demonstrates intermediate degree of skill with Power BI and/or Tableau.
  • Ability to explain complex or technical information using plain language, ask clarifying questions, and clearly and concisely emphasize key points;
  • Advanced proficiency in Microsoft Excel with at least three (5) years of experience to include: complex formulas,
  • PivotTables, charts/graphs, linking workbooks, exporting and importing data, analyzing data, and troubleshooting formula errors.
  • Intermediate proficiency in all other Microsoft Office Suite platforms: Word, PowerPoint, and Access.

Preferred/Desired Qualifications:

  • Bachelor's degree in public administration, health care, sociology, criminal justice, social work, social sciences, analytics, or a relevant field from an accredited institution whose accreditation is recognized by the U.S. Department of Education or the Council for Higher Education Accreditation;
  • Demonstrates beginner degree of skill with SQL Server Integration Services; Previously worked with Population Health data;
