This is a full-time permanent, remote position. Employees may occasionally be asked to attend an in-person meeting or event based on business needs.

The Opportunity

This position will serve as the subject matter expert and lead analyst for the 340b program. They will analyze issues and processes related to creating and administering the 340b reporting program, provide regular consultation to legislators and HCA staff, develop strategies on completing and implementing data reviews and validation, and conduct research on best practices being developed by industry, government partners, and other states for similar programs. This position will regularly formulate recommendations for the 340B reports, for the legislature, and coordinate closely with the PDAB and DPT programs on the implementation of strategic and long-term planning activities projected over the next few years.

Key Responsibilities Include:

  • Serve as the subject matter expert and lead analyst for the 340B program providing expert-level analyses on complex issues related to drug affordability.
  • Analyze issues and processes related to the creation and administration of the 340B program, ensuring effective implementation of board directives.
  • Provide regular consultation to board members and Health Care Authority (HCA) staff including leg staff, pharmacy team, data team, legal, and senior leadership to facilitate informed decision-making.
  • Conduct research on industry best practices, governmental strategies, and initiatives from other states to inform board actions and policy development.
  • Develop and implement strategies for conducting complex data reviews, ensuring alignment with best practices and regulatory requirements.
  • Coordinate closely with PDAB, DPT, and data teams on the implementation of strategic and long-term planning activities and projecting initiatives including developing methodologies for data collection, fee collection, development of reports, and analyzing 340B data per the legislation.
  • Engage in business and organizational planning, including developing annual budgets, writing policy papers related to fee collection, data reports, data usage, and assessing technology needs for data management, development of dashboards, and public surveys.

Preferred Qualifications

While these are not required, having them may help you stand out as an applicant.

  • Bachelor’s degree in business administration, public administration, law, public health, health administration, or a related field and five (5) years of demonstrated experience in two (2) or more of the following areas: Conducting research, analyzing policies, laws, rules, or regulations, conducting business analysis and developing requirements, Leading business projects, Managing business operations, Business policy development, Supervising.
  • Demonstrated experience with 340B programs or in analyzing and managing programs within the pharmaceutical industry, drug manufacturing, consulting, public health systems, government policy development, or the health care industry.

The Clinical Quality and Care Transformation Division (CQCT) is responsible for designing and implementing clinical policy; conducting oversight and monitoring of all clinically related programs; and communicating with stakeholders, providers, plans, and delivery system partners on clinical activities and issues. Clinical policy and operations include leading the state in care transformation and supporting HCA programs. Working Conditions

Work Location and Schedule:

This is a full-time 40-hour-per-week REMOTE position. Our standard business hours are Monday through Friday, 8 a.m. to 5 p.m., with alternative work schedules considered based on business needs and supervisor approval. In this role you will regularly collaborate with colleagues, Agency leaders, state and federal partners, and other external partners or customers. Occasional travel may be required for meetings, training, or other business needs. All employees are required to report to our Olympia office on their first and final day of employment.
