The Contracts & Procurement (C&P) Division provides centralized procurement leadership, solutions, and services in support of all state agencies and other government entities’ operations.

About the Opportunity:

The position supports the Business Operation team in Contracts and Procurement Division (CPD) by providing data analysis, research, and reporting. The role helps ensure contract information is accurate and builds reports and dashboards for the division and agency leadership. This position also serves as the business expert for CPD’s contracting systems, working with IT and teams to maintain information and successfully launching enhancements. The position supports and leads process improvement efforts to help CPD work more efficiently.

Examples of duties

Duties associated with this position include:

Contracts and Procurement Support:

  • Independently manages the Economic Price Adjustment (EPA) process, completes, and performs research that uses the appropriate industry indices, market conditions, labor rates, producer price index elements and economic factors to provide reference and verification data for contract cost validation and analysis.
  • Research industry indices and standard references to ensure accurate and verifiable contract cost data.
  • Perform complex market analysis, expenditure analysis, spend under management analysis, data graphical representation, trend analysis, and cost/benefit analysis as needed.
  • Performs bid tab services by independently consulting with all levels of contracts and management on low, medium, and high-level contracts evaluation criteria to reduce the number of protests requested and upheld based on calculations in data.

Customer Support:

  • Primary support for the team inbox, reviewing messages, prioritizing requests, and routing items to the appropriate staff. Responds to requests from program managements, senior analysts, and customers within 24 hours.

Analysis and Reports:

  • Supports DES and enterprise-wide diversity spend tracking and analysis.
  • Works directly with executive management to provide data requests.
  • Facilitate and support management fee sales and revenue process. Maintains the Revenue Dashboard to review financial health metrics around contracts sales, staffing, and revenue of the division.
  • Regularly conducts on and off contract spend analysis. Provide financial tracking and projection worksheets, charts and other tools to assist with forecasting projections.
  • Provide direct support to executive management, agency leadership and contract consultants to identify long-range efficiency strategies and standards around CPD services.

Legislative Support:

  • Completes division fiscal notes for CPD.
  • Support the team in all efforts to meet division legislative and policy requirements.
  • Leads and coordinates efforts to write, update, and complete legislatively required reports.

Major Duty:

  • Provides business expertise, leads, or supports enterprise-wide contracting applications, including Purchasing Contracts Management System (PCMS), Washington’s Electronic Business Solution (WEBS), Enterprise Contracts Management System (ECMS), Workload Tool, Cars, and any future systems and data.
  • Business expert for the Purchasing and Contracts Management System (PCMS) to include the Office of Minority and Women Business Enterprise (OMWBE) and Department of Veteran’s Affairs (DVA) data and reporting on Statewide Contracts.
  • Business support for (ECMS).
  • Business support for WEBS.
  • Work in collaboration with IT to make improvements to the systems.
  • Business expert, facilitator, and lead in system user groups.
  • Contributor from DES on enterprise-wide contracting systems in preparation for OneWa.
  • Facilitates CPD process improvement activities using problem solving tools and techniques.
  • Consults with leadership and program management on data-driven process improvement efforts.
  • Creates and maintains process improvement documentation.
  • Maps current and future state workflows.
  • Identifies opportunities to reduce waste and improve operational efficiency.

Qualifications

Required Qualification/Experience/Education/ Competencies

To qualify for this position, you must have a total of eight (8) years of any combination of qualifying education or relevant qualifying experience. Experience may substitute year for year of higher education.

Relevant experience includes conducting research and analyzing policies, laws, rules, or regulations.

Relevant education includes business administration, public administration, law, public health, health administration, or related field.

In addition to meeting with the above requirements, applicants will also need to possess:

  • Four (4) years of experience using Microsoft Excel to compile, analyze and report data. This experience should include the use of:
  • Pivot tables
  • Visual/graphic data modeling
  • Data import/export using SQL
  • Strong written and verbal communication skills, including experience presenting findings and recommendations to leadership.

Preferred/Desired Qualifications:

  • Advanced Excel skills, including complex formulas, data modeling, and working with large datasets.
  • Intermediate to advanced Power BI skills, including building and maintaining dashboards and reports.
  • Intermediate to advanced SharePoint skills, including building and maintaining team sites and pages.
  • Experience with procurement or contract management systems such as WEBS, PCMS, or ECMS.
  • Experience with the Agency Finance Reporting System (AFRS).
  • Basic SQL knowledge.
