and Responsibilities:

Topsail Hill Preserve State Park is looking for a self-motivated, hardworking individual, with experience in the building and construction trades, gas and diesel equipment maintenance, strong leadership, and communication skills to fill the position of Maintenance Superintendent at Topsail Hill Preserve State Park.Topsail Hill Preserve State Park is located in Walton County. The Park consists of 1,638 acres to include 16 distinct upland and wetland natural community types on the narrow strip of land between Choctawhatchee Bay and the Gulf of Mexico. The Park has 3.2 miles of pristine beach along the Gulf of Mexico and contains four coastal dune lakes entirely within the park boundaries. The Park is home to the largest campground in the Florida State Park system. Facilities include 156 RV campsites, 34 cabins, 22 tent campsites, 3 bathhouses, laundry facility, beach tram operation, 15 miles of trails, clubhouse, and amphitheater. The Park is very popular spot for bicycling, beach combing, swimming, picnicking, canoeing, wildlife viewing and fishing. Resource management activities include prescribed fire and invasive plant removal. The Park staff of Topsail consists of the Park Manager, Assistant Park Manager, Maintenance Superintendent, Senior Maintenance Mechanic, 2 Park Services Specialists, 4 Park Rangers, and OPS employees. A strong volunteer program and active Citizen Support Organization also support the park and staff. The applicant must be able to work rotating shifts including evenings, weekends, and holidays.

DUTIES AND RESPONSIBILITIES:

Compliance with the processing requirements of Chapter 215.422, F.S. is mandatory. Persistent failure to comply with this section by any agency of the state shall constitute good cause for discharge of employees duly found responsible, or predominantly responsible, for failure to comply. In carrying out the duties of this position, the incumbent is expected at all times to be aware of and abide by the Department’s Standards of Conduct, as well as any and all departmental and/or work unit rules, directives, policies, procedures, and/or general orders applicable to performing the duties of this position.

MAINTENANCE Identifies maintenance needs via daily, weekly, and monthly inspections of all park areas and facilities and prioritizes performance of routine, preventive and corrective actions in a manner consistent with staff capabilities to meet or exceed FPS standards. Keeps abreast of maintenance schedules and trains/schedules/supervises staff to implement maintenance schedules and preventive/corrective actions in an efficient manner. Performs, and assists in the supervision and training of personnel to perform repairs, maintenance and construction of park facilities which may include but are not limited to boardwalks, buildings, fences, trails, fire lines, electric motors, generators, pumps, swimming pool equipment, compressors, electric and propane gas powered household and commercial appliances, valves, sinks, wash bowls, sewers, lift stations, irrigation wells and other sanitary & plumbing fixtures, vehicles, household, commercial and heavy equipment, including cars, trucks, tractors, fire suppression equipment, mowers, sprayers, edger’s, chainsaws, all power tools and HVAC equipment. Operates and assists in the supervision and training of personnel to operate all park maintenance equipment, including trucks, trailers, tractors, UTV’s, ATV’s, golf carts, saws, drills, presses, torches, welders, grinders, pressure washers, landscape equipment, swimming pool equipment, various fuel and electric powered equipment and all hand and power tools. Prepares vehicles reports, maintenance logs and maintenance schedules. Prepares purchase orders and requisitions as necessary to secure materials for repair, maintenance and upkeep of park facilities, equipment and vehicles.

ADMINISTRATION Recommends or initiates personnel actions, such as employment, performance evaluations, promotions, transfers, discharges and disciplinary measures in discipline in accordance with Federal Labor Laws, DEP Directives, and FPS Operations Manual. Ensures, through sound supervisory oversight, proper fiscal, purchasing and property procedures. Administers the terms of the collective bargaining agreement and maintains good employee relations. Utilizes computer hardware and software including all Microsoft Office products and the State of Florida proprietary programs including but not limited to MFMP, People First, Reserve America, FLEET, etc. Computes estimates and actual costs of factors, such as materials, labor, and outside contractors, and prepares budgets; Requisitions materials and supplies, such as tools, equipment, and replacement parts for work activities.

VISITOR SERVICES: Meets public, interprets resources, facilities, and services; resolves visitor complaints; and provides for good public relations. Works cooperatively with a variety of governmental agencies, media groups, Citizens Support Organizations, and other community service groups.

RESOURCE MANAGEMENTParticipate in and support all facets of the park’s resource management program including, but not limited to, imperiled species management, exotic and nuisance species control, mechanical and prescribed fire habitat restoration efforts, hydrological protection and restoration, erosion control. Supervise staff in the repair of emergency firefighting equipment

PARK PROTECTION: Researches, prepares and provides supervisor with timely corrective action plans. Maintains effective park protection through organization and supervision of the park’s maintenance resources and equipment and supply inventories. Patrols work area and examines tools and equipment to detect unsafe conditions or violations of safety rules. Maintains safety records and trains others in safe use of equipment. Maintain and conduct inspections of park security of gates, entrances, equipment and facilities; implements emergency procedures.

Required Knowledge, Skills, and Abilities:

KNOWLEDGE OF:

SKILLS IN:

  • Training workers in methods, procedures, and use of equipment and work aids such as blueprints, hand tools, and test equipment used for, but not limited to, carpentry, brick, cement, block, electrical wiring, roofing, trim, framing, foundations, exterior and interior finishes, painting, sub-floors, flooring, appliances, doors, windows, valves, sinks, wash bowls, sewers, lift stations, irrigation wells and other sanitary & plumbing fixtures
  • Installing, maintaining and repairing electric motors, generators, and other mechanical equipment and resolving mechanical, fuel and electrical problems in diesel and gasoline-powered equipment
  • Utilizing acetylene torches and welders to perform necessary metal fabrication and repairs
  • Performance of carpentry repairs to buildings and boardwalks/walkways
  • Utilizing Microsoft Office suite products
