
Manages a Distribution Center maintenance repair and replacement program of mechanized machinery and equipment in support of all operations of a CONUS worldwide support NEXCOM Regional Distribution Center DC .
Duties and Responsibilities:
Develops and implements Distribution Center Maintenance Management Program. Prepares and disseminates DC guidance and procedures, including maintenance standards and available options to attain those standards. Assists in executing the program, obtaining support where necessary.
Determines extent and type of facilities improvements required for effective operations of distribution center, including structural upgrades and renovation projects, as will as fixed assets and minor equipment (repairs, replacements, new requirements).
Establishes time lines, flow charts and plans of action, to aggressively initiate, execute and complete distribution center improvement projects in the most expedient and cost effective methods.
Ensures all distribution center plans conform to applicable base master plans, site approvals, building, electrical, life safety, fire suppression, fire protection, sanitation, plumbing, HVAC and safety codes; environmental regulations; energy conservation initiatives; NEXCOM and MWR business strategies.
Develops and maintains a close working relationship with Public Works, base sanitation, fire, safety, and environmental departments.
Negotiates with vendors, contractors, and NAVFAC organizations on all aspects of work performed in distribution center to include work schedules and nature of work to be performed.
Manages a comprehensive maintenance program. Accepts work orders, prioritizes work, level resources to accomplish work in the most efficient manner. Manages Preventative Maintenance Program of all distribution center assets, i.e. conveyor systems, material handling equipment, truck fleet, trailers, etc.
Provides guidance on preventative/corrective maintenance procedures on equipment of distribution center conveyor systems, material handling equipment, vehicle maintenance, custodial operations, and assumes proper accountability of manpower and materials.
Plans and schedules conveyor maintenance and repair of conveyor system gear boxes, motors, PLC's, divert lanes, sensors, photo eyes, brake pods, pulleys, sprockets, bearings, belts, rollers, and lagging. Programs conveyor speed drive inverter controls, monitors integration between DH485 interface and PLC central processing units, trouble shoots divert module control boards and input modules, and monitors communication between Warehouse Management Sofftware (WMS) systems and the conveyor servers.
Supervises the dismantling, movement, relocation, and replacement of various types of complex conveyor systems/component parts.
Develops replacement criteria and programs to ensure the Distribution Center has the proper equipment to remain fully operational. Determines appropriate disposition of excess equipment to optimize utilization, cost effectiveness, and salvage value.
Manages fixed assets of distribution center. Manages/coordinates assigned capital, procurement, installation, receipt, transfer, disposal, etc..
Maintains first hand knowledge of and evaluates equipment trends and technological advancements in material handling equipment, racking, and conveyor systems. Determines specifications for bid solicitation and quantitative estimates for future requirements for purchase or contract. Assists the Regional Logistics Manager with the development of the annual equipment budget plan for the Distribution Center.
Develops and maintains a library on material handling equipment, racking, and conveyor systems relating to Distribution Center operations.
Provides comments and recommendations on racking layouts, conveyor retrofits, equipment, operational functionality, and selection. Determines potential qualified suppliers and authorized local procurement sources when judged to be a better alternative.
Follows up on procurement actions. Decides which bid proposals meet minimum specifications and makes award recommendations. Monitors and evaluates technical performance to ensure equipment purchased conforms to the needs of the activity and coordinates with vendors in identifying and resolving all equipment modifications to enable product to adequately meet the Distribution Center's requirements.
Responsible for the maintenance and accountability of materials and janitorial supplies. Maintains a spare parts inventory of various types of material handling equipment (turret trucks, forklifts, order pickers, electric pallet jacks, pallet jacks, etc.), racking (pallet, flow, package, shelving, pick to belt, and pushback), and conveyor system.
Manages industrial equipment mechanics, maintenance, custodial, and warehouse workers on three shifts supporting Distribution Center operations 24 hours per day / 7 days a week / 365 days a year. Ensures appropriate associates are properly trained to complete complex repairs on material handling equipment and conveyor systems
Resident expert in applying standard formulas, shop mathematics, trade theories, and industry practices in calculating needed materials and problem solving of complex Distribution Center material handling equipment and conveyor systems. Capable of teaching associates how to use various test equipment and measuring g devices
Provides adequate staffing for all areas of responsibility. Approves leave and vacation schedules, enforces work rules, establishes internal operating policies and procedures, and indicates programs or projects to serve the Distribution Centers needs. Ensures a continuing program of training is accomplished, develops safe working conditions and practices, and adheres to same. Interviews and selects personnel, completes work performance appraisals, proposes disciplinary action, resolves grievances and complaints, and otherwise develops a cohesive work force.
Completes on hand and refresher training of all Distribution Center forklift operators. Conducts testing to determine proficiency prior to issuing a license.
Ensures that safety programs are in effect and the elimination of safety hazards in the work area by complying with appropriate OSHA guidelines.
Assists in the development and administration of emergency recovery programs. Maintains emergency materials and equipment required to support recovery efforts and to sustain the safety of NEX associates, facilities, and equipment.
Implement and provide oversight to the Computerized Maintenance Management System (CMMS).
Works under the general supervision of the Director, Distribution Maintenance and Equipment. Completed work is subject to review by the Director, Distribution Maintenance and Equipment who depends on the incumbent's technical determination for completeness, accuracy, timeliness and adherence to policy, procedures and objectives. The DC General Manager, District Logistics Manager or Regional Logistics Manager have supervisory responsibility for day-to-day operations.
Performs other related duties as assigned.
Requires a total of 6 years combined experience as indicated below:
GENERAL EXPERIENCE: 3 years responsible experience which provided the applicant with a knowledge of general maintenance concepts and operational systems, material procurement and scheduling procedures; property management practices and procedures including budget and report preparation; practical experience in trade, craft or maintenance work incorporating operation, maintenance and repair of a variety of operating equipment, buildings, utility systems, etc; and the ability to exercise mature judgment. General experience consisting of routine duties which did not require technical knowledge or judgment is not considered qualifying.

SUBSTITUTION OF EDUCATION FOR EXPERIENCE: 1 year of directly related academic study above the high school level or 36 weeks of completed study in a business school or technical training institute, may be substituted for 9 months of experience, up to maximum of a 4 year bachelor's degree for 3 years of general experience.
AND SPECIALIZED EXPERIENCE: 3 years of progressively responsible experience in a Distribution Center operations facility which provided a background in successful planning and management of operating budgets; coordination of projects, cost estimating and procurement of project materials; management of prescribed preventive/custodial maintenance programs; maintenance, repair, and programming of conveyor systems; repair and replacement of various types of racking; management of spare parts inventories; material handling equipment repairs; maintenance records keeping; supervision of human resources.
