Job Description
Oversees and manages all hospital building, plant, and infrastructure maintenance activities to ensure a safe, compliant, and reliable environment that supports uninterrupted clinical and non-clinical operations. Plans, coordinates, and executes preventive and corrective maintenance for all MEP systems, HVAC, medical gas, fire and life safety systems, elevators, utilities, and building fabric, in compliance with UAE regulatory requirements and international accreditation standards such as JCI. Leads the maintenance and engineering team, manages outsourced service providers, oversees maintenance budgets and contracts, and coordinates maintenance-related projects, upgrades, and emergency response activities in close collaboration with clinical, safety, infection control, and operations teams to support high-quality patient care and operational excellence.
Strategic and Operational Leadership
- Leads the overall maintenance function, ensuring continuous availability, reliability, and safety of all hospital infrastructure and engineering systems supporting patient care.
- Develops and implements maintenance strategies, annual plans, policies, and SOPs aligned with organisational objectives, regulatory requirements, and accreditation standards.
- Ensures effective coordination between in-house teams and outsourced service providers to deliver consistent and high-quality maintenance services.
- Identifies, selects and implements sustainable initiatives in FM operations and projects
Maintenance Operations and Asset Management
- Oversees day-to-day maintenance operations for MEP, HVAC, medical gas, elevators, fire and life safety systems, utilities, and building fabric.
- Establishes and monitors preventive, predictive, and corrective maintenance programs in line with manufacturer recommendations and hospital standards.
- Ensures timely response and resolution of maintenance requests, breakdowns, and emergencies to minimise operational disruption.
- Implements and manages the Computerised Maintenance Management System (CMMS) for work order control, asset tracking, and performance reporting.
- Manages critical spare parts, tools, and inventory in coordination with Procurement and Supply Chain teams.
Compliance, Safety, and Accreditation
- Ensures compliance with UAE regulatory and statutory requirements, including DHA, DOH, MOHAP, Civil Defence, and Municipality regulations.
- Supports and maintains readiness for international accreditation and audits, including JCI and other applicable standards related to facilities and environment of care.
- Oversees fire and life safety systems, emergency power, and utility continuity, ensuring regular testing, documentation, and corrective actions.
- Participates in Safety, Infection Control, Environment of Care, and Quality committees, addressing maintenance-related risks and corrective actions.
Projects, Renovations, and Upgrades
- Plans, coordinates, and supervises hospital maintenance projects, renovations, and infrastructure upgrades while minimising disruption to clinical operations.
- Reviews technical drawings, specifications, and method statements to ensure compliance with hospital standards and regulatory codes.
- Coordinates with consultants, contractors, and internal stakeholders to ensure quality, safety, and timely completion of works.
Financial and Contract Management
- Prepares and manages the annual maintenance and utilities budget, monitoring expenditure and ensuring cost control.
- Identifies opportunities for cost optimisation, energy efficiency, and lifecycle planning of major assets.
- Manages service contracts, SLAs, and KPIs for outsourced vendors and specialist service providers.
- Supports technical evaluations, tender reviews, and vendor performance assessments in coordination with Procurement and Finance.
Team Leadership and Development
- Leads, supervises, and develops maintenance and engineering staff, including supervisors, technicians, and skilled trades.
- Ensures appropriate staffing levels, shift coverage, and on-call arrangements to support 24/7 hospital operations.
- Sets performance objectives, conducts appraisals, and implements training and competency development plans.
- Promotes a culture of safety, accountability, and continuous improvement within the maintenance function.
Quality, Performance, and Reporting
- Establishes and monitors KPIs for maintenance performance, including response times, preventive maintenance compliance, and equipment uptime.
- Prepares regular reports on maintenance activities, risks, incidents, utilities usage, and project status for senior management.
- Conducts root cause analysis of recurring failures and implements corrective and preventive measures.
Stakeholder Engagement
- Acts as the primary point of contact for clinical and non-clinical departments on maintenance-related matters.
- Works closely with Biomedical Engineering, IT, Safety, Infection Control, Housekeeping, and Security to ensure integrated facility operations.
- Communicates planned maintenance works, shutdowns, and service impacts proactively to affected stakeholders.
Other Duties
- Keeps abreast of developments in hospital facilities management, engineering practices, and relevant technologies.
- Performs other related duties as assigned in line with role scope and organisational requirements.
- Bachelor’s Degree in Mechanical Engineering, Electrical Engineering, or a related field.
- NEBOSH, IOSH, or equivalent health and safety certification preferred.
- Certified Facility Manager (CFM) or equivalent certification preferred.
PROFESSIONAL EXPERIENCE:
- Minimum of ten (10) years of progressive experience in facilities or maintenance management within large, complex facilities, with at least five (5) years of experience in a hospital or healthcare environment, with a minimum of three (3) years in a supervisory or managerial role.
- Knowledge of hospital building system,s including MEP, HVAC, medical gas, fire and life safety, elevators, and utilities.
- Knowledge of UAE healthcare regulations, statutory codes, and international accreditation standards (e.g., JCI).
- Knowledge of preventive maintenance methodologies, CMMS, risk management, and emergency preparedness.
- Skills in leading multidisciplinary maintenance teams and managing outsourced service providers.
- Skills in maintenance planning, project coordination, budgeting, and contract management.
- Skills in technical analysis, report preparation, and stakeholder communication.
- Strong computer skil,ls including CMMS and Microsoft Office applications.
- Ability to prioritise and manage multiple maintenance demands in a high-acuity hospital environment.
- Ability to respond effectively to emergencies and minimise service disruption.
- Ability to work collaboratively with clinical, operational, and support service teams.
- Ability to communicate effectively in English; Arabic is a preferred.
