· Responsible for the overall administration and operation of the Maintenance Organization’s activities subject to policy direction from the governing company and contract obligations.
· Implementation and interpretation of policies established by the governing company and contract obligations.
· Provides overall leadership and staff direction in the accomplishment of the Maintenance Organization’s mission.
· Administers and interprets the policies of the governing company and contract obligations.
· Selects and appoints key personnel of the Maintenance Organization.
· Supervises, directly or through delegation of authority, all Maintenance Organization’s operations including activities of consultants and consulting organizations,
· Serves as the Maintenance Organization’s principal spokesperson before congressional committees, local authorities, business community, labor organizations, and public.
· Responsible for providing recommendations to the governing company and relevant stakeholders for the establishment of new policies and/or modification of existing policies where necessary, attends project meetings and advises on any potential matter that could affect Maintenance Organization or stakeholders.
· Responsible for personnel management, ensuring creation and maintenance of working conditions necessary for a high level of morale and enthusiastic performance,
· Report the Organization’s key figures and key performance indicators to the governing company and relevant stakeholders.
· Inform the Authorities and Governing Company about operational, technical and safety related deviations.
· Contributes to promote a positive image of the railway industry in Riyadh.
· Ensures that all safety and quality procedures are described, implemented and observed
· Develops, maintains, supports and promotes high level of customer service and a safe working environment in full compliance with the Maintenance Organization’s safety rules, policies and procedures.
· Establishes performance goals and measures for all major elements of the organization.
· Develops and implements short-range and long-range goals and business plans, and operational strategic business plans focusing on transportation needs
· Assures peak performance and productivity, as well as conformity to established or mandated external regulations and policies affecting rail operations.
· Oversees cost estimates and contract documents for construction, maintenance, and/or service contracts for transit facilities.
· Ensures that all departmental staff adheres to required standards.
· Oversees and monitors the activities of budget preparation and control; labor relations; operations system support; and technical training for all organizational elements within the organization.
· Understanding and capability of interpreting, and applying laws, rules, regulations, policies, and procedures governing the activities of the Maintenance Organization and applicable to transit service and operations.
· Successfully demonstrated experience in dealing with personnel resources in an organization and direct a complex multi-disciplined organization.
· Ability to develop or oversee the development and implementation of comprehensive financial programs necessary mobilization of the rapid rail system and efficient operation of the total transportation system contract.
· Experience in a large transit or related organization
· Ability to conceive, develop and implement the most effective means of providing responsive public transportation to the areas served.
· Ability to establish working relationships with local governmental organizations, labor organizations officials and other individuals or organizations with whom interface may be required.
· Ability to effectively carry out the policies of the governing company and relevant stakeholders,
· Ability to communicate effectively,
· Developing operational business strategies to achieve short and long term goals.
· Understanding of the social, political, and environmental factors and issues influencing transit programs.
· Ability to develop and implement objectives, policies, procedures, work standards and internal controls; planning, organizing, and controlling the integrated operational work of a multi-tiered public transit organization.
