  • A Deputy Sheriff Civil Lieutenant shall be an administrator/supervisor.

  • A Deputy Sheriff Civil Lieutenant should be energetic, competent, dependable, and efficient to carry out all the required, daily duties and functions of the Sheriff's Office.

  • They shall provide for safety for the public by maintaining order, responding to emergencies, rendering first aid and arresting and assisting in prosecuting persons who have violated the laws of the Commonwealth of Pennsylvania.

  • The duties of a Deputy Sheriff Civil Lieutenant often require a great deal of physical stamina in dangerous or uncomfortable situations.

  • The position requires that many functions be performed outdoors, regardless of the weather.

REPORTING RELATIONSHIPS

  • One of approximately 60 Deputy Sheriffs. The Civil Division Lieutenant answers to the Chief Deputy and Sheriff.

ESSENTIAL JOB FUNCTIONS

In addition to being able to perform the essential job function of a Deputy Sheriff and Sergeant, the following are the essential job functions of a Civil Division Lieutenant: Administration and supervision of the Civil Division to include the Real Estate Unit, License to Carry Concealed Firearms Unit, Civil Process Unit, Protection from Abuse Order Unit, Quartermaster, post security and court security functions. Those responsibilities include but are not limited to:

  • Assignment and scheduling of personnel to complete daily functions of the Sheriff's Office.

  • Assignment and scheduling of prisoner transports to county, state and federal institutions, when needed.

  • Assistance with the completion of Sheriff's Office employee evaluations and disciplinary actions.

  • Assistance with scheduling deputies to complete civil service.

  • Assistance with scheduling deputies to serve Protection from Abuse (PFA) Orders and performing related actions as pertains to the orders.

  • Oversee weapon confiscations and weapon returns, supervise evidence procedures as pertains to PFA Order evidence and destruction.

  • Oversee the Real Estate Unit and assist with scheduling real estate sales.

  • Oversee the License to Carry Concealed Firearms Program and monitor JNET notices and recommend revocations to the Sheriff and Chief Deputy.

  • Assist with the administration of Quartermaster responsibilities.

  • Assist in the creation and editing of the Sheriff's Office Policy and Procedure Manual.

  • Act as a liaison between Human Resources and the Sheriff's Office.

  • Oversee the payroll process.

OTHER SPECIFIC TASKS OR DUTIES

  • Perform other duties as assigned by the Chief Deputy Sheriff and Sheriff which could require overtime (exempt).

MINIMUM QUALIFICATIONS

  • Must be at least 21 years of age, possess a valid Pennsylvania Driver's license and acceptable driving record in accordance with the county policy.

  • Must have a High School diploma or GED equivalent.

  • Prefer three years of experience as a deputy sheriff, police officer or law enforcement professional.

  • Must be Act 2 (Deputy Sheriff Education and Training Act- 1984 Act 2) certified or able to obtain Act 2 certification as mandated by Pennsylvania Commission on Crime and Delinquency (PCCD).

  • If the applicant is ACT 120 (MPOETC) certified or is able to obtain ACT 120 certification, the applicant must successfully complete the PCCD two-week waiver training as mandated by the State.

  • Any equivalent combination of education, experience and training that provides the required knowledge skills and ability to perform this job may be considered.

KNOWLEDGE, SKILLS AND ABILITIES

  • Must complete all subjects contained in the training modules of the Deputy Sheriff's Training Board re-certification training, which is required every other year. Failure to re-certify will cause the Sergeant Deputy’s Commission as a Deputy Sheriff to terminate. Must successfully complete yearly training, as required.

REQUIRED LICENSES/CERTIFICATIONS/CLEARANCES

  • Must have a valid Pennsylvania Driver's License and acceptable driving record in accordance with the County Policy.

PHYSICAL REQUIREMENTS/WORK ENVIRONMENT

  • This position has been identified as having the potential for exposure to Hepatitis B. Access to training and a voluntary vaccination against Hepatitis is provided.

  • This position also has the potential for prolonged periods of sitting, standing and lifting heavy objects.

  • Exposure to all kinds of weather conditions could apply to this position.
