Job Description

Duties and Responsibilities / KPI’s
  1. Needs assessment and baseline
    1. Implement a structured process to assess socioeconomic development needs and vulnerabilities.
    2. Maintain an updated directory of community development needs, map these per location and ensure that community development support is based on these.
  2. Design and programming of sustainable development activities, projects and programs
    1. Working with the Community Relations team and stakeholders, conduct structured consultations with local communities on prioritizing community development and preparing community development plans for all areas of interests in the ArcelorMittal Liberia concession area.
    2. Formulate strategies, prepare proposals, concept notes, briefs and implementation plans for all community development funding.
    3. Prepare and update regularly the community development component of the multi-year ESG and Sustainable Development Strategy for ArcelorMittal Liberia.
  3. Achieve quality and efficient utilization of community development resources
    1. Provide technical and managerial oversight for the execution of all community development activities, projects and programs.
    2. Ensure effective and efficient use of financial, material and human resources to support sustainable development in communities.
    3. Conduct spontaneous and regular inspections and monitoring and evaluation of implementation activities.
    4. Supervise the external implementation of community development activities to achieve value for money for every dollar spent.
  4. Partnerships and local content promotion
    1. Prepare a strategy for sustainable development partnerships in the first four months of assuming the position / role.
    2. Lead implementation of the strategy for sustainable development partnerships and maintain a directory of all partnerships, including financial value, number and type of pooled resources,
    3. Prepare and lead implementation of a local content promotion strategy (as per MDA requirements and ArcelorMittal policy).
  5. Manage corporate donations and charitable contributions
    1. Ensure transparent governance of all corporate donations, including maintaining a register of all donations – requests, approvals, value, etc.) and managing the secretariat of the Corporate Donations Committee.
    2. Conduct timely appraisals of all donation requests and issue prompt responses within a 15-day turnaround period, upon receipt.
    3. Ensure efficient use of all donations, including adhering to cost ceilings, complementarity of resources and timely execution of all donations and charitable contributions.
  6. Policy and risk analysis
    1. Review regularly ArcelorMittal Liberia’s sustainable development policies, procedures and standards and provide quality advice on efficiency-producing improvements and drivers.
    2. Create a risk profile of all community development financing and devise actions to mitigate risks.
    3. Oversee full compliance with ArcelorMittal’s grievance mechanism in the design and implementation of all community development financing and programming.
  7. Planning and management
    1. Lead the preparation of periodic work plans, complete with targets, clear timelines and critical resources, for the Community Development Division.
    2. Prepare annual budgets for the Community Development Division and undertake regular revisions to the budgets to align with operational realities.
    3. Manage the Community Development Division’s costs and keep them below the approved budget.
    4. Provide quality technical and administrative leadership to the Community Development Division.
    5. Serve as the lead resource for learning and development of all members of the Community Development Division.
  8. Documentation and reporting
    1. Maintain the Community Development Directory and link it to the ArcelorMittal Liberia Village Profile. In this connection, apply innovations to make the Community Development Directory the most user-friendly tool for reporting on all community development projects, programs and activities.
    2. Prepare monthly report on the key performance indicators (KPIs) for Community Development.
    3. Prepare weekly performance reports as per the agreed formats.
    4. Prepare quarterly reports on Community Development, including the Business Activity Review (BAR), MDA Compliance Report, and other reports.
Qualifications / Experience / Technical Knowledge
  • Experienced community development professional with a minimum of 15 years of managerial experience in community development, humanitarian relief and development, and natural resource management, preferably in the extractive sector.
  • Must hold a graduate (Master and above) in a recognized sustainable development discipline or field. Professional certification (PMP®, etc.) will be a plus.
  • Demonstrable knowledge of Microsoft Office with intermediate knowledge of Excel and Word.
  • Must be able to demonstrate ability to prepare technical proposals, project briefs, and high-level reports.
  • Knowledge of basic budget preparations.

Working Conditions
