The Department of Healthcare and Family Services, Office of Inspector General, Bureau of Medicaid Integrity (BMI) is seeking to hire an individual to serve as the Long-Term Care Resource Analyst in the Long-Term Care-Asset Discovery Initiative section. BMI’s Long-Term Care-Asset Discovery Initiative (LTC-ADI) Unit receives referrals on LTC Medical applications. The more complex applications deal with resources with greater value, transfers, trusts and other legal issues. The Analyst completes a thorough review on all resources owned by the applicant and the spouse. The Analyst will obtain verifications and documentation covering all resources, will update the system as needed and will verify unreported resources that are discovered during the investigation. A review using the LTC policy is completed compiling the resources and a written review is written and forwarded to the Department of Human Services.

The ideal candidate will possess knowledge of the LTC policies and procedures, be knowledgeable of the LTC asset transfer policy. The candidate must have the ability to review financial documents pertaining to assets or analysis and provide a written report upon completion. It will be important to be highly organized, demonstrate the ability to exercise sound judgment in the identification of priorities, work collaboratively with internal and external partners and proactively address issues, and to ensure timely completion of all work. The candidate will exhibit strong leadership skills to achieve set goals while demonstrating independent initiative.

Essential Functions

  • Under direction, serves as a Long-Term Care Resource Analyst by planning, directing, coordinating, and monitoring the reviews of medical eligibility determinations including Long-Term Care (LTC) applications
  • Obtains documentation provided by various resources for the asset review
  • Compiles and updates program documents including policy memoranda and manual releases
  • Reviews documentation and identifies incorrect medical eligibility determinations, including those related to LTC (unallowable transfers and unreported assets) to reduce the number of medical eligibility determinations and LTC applications in error
  • Confers with supervisor and other management staff on all levels of the review process
  • Performs other duties as required or assigned which are reasonably within the scope of the duties enumerated above

Minimum Qualifications

  • Requires knowledge, skill and mental development equivalent to completion of four (4) years of college, preferably with course work in business or public administration
  • Requires one (1) year of responsible administrative experience in a public or business organization, or completion of an agency approved professional management training program

Specialized Skills

  • Requires a minimum of one (1) year of experience utilizing and interpreting Medical Eligibility policies and procedures pertinent to all medical programs including long term care
  • Requires a minimum of one (1) year of experience determining medical eligibility by applying investigative techniques and concepts
  • Requires a minimum of one (1) year of experience interpreting and disseminating government programs, policies, and objectives in verbal and written form

Preferred Qualifications

  • A minimum of one (1) year of experience utilizing and interpreting Medical Eligibility policies and procedures pertinent to all medical programs including long term care
  • A minimum of one (1) year of experience determining medical eligibility by applying investigative techniques and concepts
  • A minimum of one (1) year of experience interpreting and disseminating government programs, policies, and objectives in verbal and written form
  • One (1) year of professional experience reviewing financial documents, specifically bank records and documents pertaining to assets and resources
  • One (1) year of professional experience with LTC policies and procedures
  • One (1) year of professional experience working with the transfer of asset policy
  • One (1) year of professional experience analyzing information received to compile written reviews

Conditions of Employment

  • Requires the ability to pass a background check and self-closure of criminal history
  • Requires ability to travel in the performance of duties, with overnight stays as appropriate
  • Requires ability to attend seminars, conferences, and trainings to stay current on methods, tools, ideologies, or other industry related topics relevant to the job duties
  • Requires the ability to utilize and maintain state issued equipment such as a laptop
