Job Description

Purpose and Scope

The Logistics, Sustainment and Procurement Support (LSPS) specialist is responsible for executing the efficient flow of materials, equipment, spares, and consumables from requisition through delivery, installation, and sustainment across the BioSHIELD laboratory renovation and equipping effort in the Philippines. Working within Amentum's ISO-9001 certified Global Supply Chain Management (GSCM) program and using the Amentum Maintenance, Repair, and Operations (AMRO) Enterprise Resource Planning (ERP) system, the position plans and coordinates procurement, shipping, in-country transportation, warehousing, delivery, and sustainment activities in support of project milestones and DTRA reporting requirements.

Essential Responsibilities

  • Execute all approved procurement actions — developing procurement statements of work, requests for quotation, and purchase orders based on DTRA-approved design and equipment specifications (Design Package and Equipment List, CDRL A010) — and log and track every action in the AMRO ERP system, tied to the Equipment Procurement Plan (EPP) and Bill of Materials (BOM).
  • Solicit and evaluate quotations and bids, qualify and recommend suppliers, and negotiate price, delivery, quality, and service; conduct supplier due diligence, resolve claims and discrepancies, and follow up on awards through delivery and closeout.
  • Maximize the use of in-country and regional suppliers that meet international quality standards (excluding the People's Republic of China and any CCP owned/affiliated companies), and identify and qualify alternate sourcing when items cannot be procured locally or regionally.
  • Plan and manage procurement lead times and delivery schedules within the Integrated Master Schedule (CDRL A002), accounting for VAT-exemption and permitting timelines, and provide real-time procurement status, delivery schedules, and associated risks/issues for the Monthly Progress and Financial Report (CDRL A003).
  • Coordinate customs clearance, import/export, and VAT-exemption documentation for all shipments in coordination with the Project Manager, subcontractors/suppliers, and designated USG and Bureau of Customs points of contact.
  • Conduct arrival inspections of delivered goods and record all items in AMRO; coordinate replacement of incomplete, damaged, or defective shipments at no additional cost; and provide inputs to the Lost, Theft, Damaged or Destroyed (LTDD) Property Report (CDRL A017) as required.
  • Provide procurement, receipt, and property data to support the Master Government Property List (CDRL A005) and the preparation of Transfer of Property (TOP) packages (CDRL A006) for equipment and consumables transferred to GPH recipients.
  • Plan and coordinate in-country transportation, warehousing, and secure storage of equipment, spares, and consumables until installation, transfer, or disposition, minimizing storage time through scheduled deliveries.
  • Develop and maintain logistics and sustainment plans — including spares and consumables coverage, warranty, and maintenance data — to ensure recipient supportability, and provide inputs to warranty/licenses/sustainment deliverables (CDRL A018).
  • Support the development and refinement of procurement policies, guidelines, and procedures consistent with FAR/DFARS and the Amentum procurement manual to ensure quality, cost control, and full auditability.
  • Comply with all applicable local laws, codes, regulations, and project procedures.

Minimum Knowledge, Skills and Abilities Required

  • High school education required; associate or bachelor's degree a plus.
  • Minimum five (5) years' experience in logistics, procurement, or supply chain management.
  • Experience in government property administration and/or a contingency or overseas logistics environment preferred.
  • Working knowledge of acquisition/procurement practices; familiarity with the Federal Acquisition Regulation (FAR) and Defense FAR Supplement (DFARS) a plus.
  • Experience using an ERP or procurement management system (e.g., AMRO) to manage and track purchase requests, orders, and inventory preferred.
  • Proficiency in Microsoft Office applications (Excel, Word, PowerPoint).
  • Strong analytical and organizational skills; ability to read, write and communicate effectively in English.

Work Environment, Physical and Mental Demands

Position is based in the Philippines. Work may occur at office, warehouse, and laboratory renovation sites. Conditions may at times be remote or uncomfortable, involve long hours, and include exposure to weather, dust, and other harsh conditions. Requires periodic lifting, standing, and site travel, and constant mental alertness.
