Job Description

SMX is seeking a Logistics Specialist and Expeditor to support Special Operations Command Pacific (SOCPAC) operations throughout the Philippines. Based in Manila and reporting to the Site Manager, this role manages end-to-end logistics, including transportation, supply, property accountability, operational planning, customs clearance, and Certificate of Tax Exemption (CTE) processing.

The ideal candidate is a proactive, independent problem-solver who anticipates operational needs and drives requirements to completion. This position also assists the Site Manager with evolving site and program priorities.

This position requires travel throughout the Philippines and US citizenship for work on DoD contracts.

Essential Duties & Responsibilities

Logistics & Transportation

  • Plan and execute domestic and international movement of equipment, supplies, and mission cargo by air, sea, and ground
  • Manage shipping, receiving, staging, storage, distribution, and short-notice transport requirements throughout the Philippines
  • Coordinate operations with military transportation units, commercial carriers, freight forwarders, vendors, and subcontractors

Customs, Import/Export & CTE

  • Manage import/export processes and Certificate of Tax Exemption (CTE) duty/tax-exempt clearances for commercial and U.S. Government cargo
  • Prepare, review, submit, and track customs, permitting, and shipping documentation to clear holds and prevent delivery delays
  • Liaise with U.S. Embassy Manila, JUSMAG, Philippine Bureau of Customs (BOC), NTC, PDEA, freight forwarders, and host-nation authorities

Property & Supply

  • Maintain property accountability for serialized, controlled, and Government-Furnished Property (GFP) per DoD and contract standards
  • Execute inventory, receipt, issuance, transfer, turn-in, and disposition of equipment
  • Coordinate directly with the Joint Property Book Office (JPBO), Defense Logistics Agency (DLA), and relevant supply organizations

Operational, Site & Program Support

  • Deliver on-site logistics for Special Operations Forces (SOF) units, exercises, training events, site activations, and relocations
  • Coordinate cargo loadouts, Material Handling Equipment (MHE), lodging, provisions, and operational support
  • Assist the Site Manager with logistics planning, reporting, and site operations; perform other mission duties as assigned

Required Skills & Experience

  • DoD TS/SCI required
  • 4+ years (within the last 10 years) supporting Philippine customs, permitting, and CTE processes
  • 4+ years of logistics, supply, or property accountability experience in a DoD, joint military, or U.S. Government environment
  • 2+ years supporting SOF logistics, supply, transportation, or JPBO functions
  • Proven track record collaborating with U.S. and Philippine government agencies, carriers, vendors, and forwarders
  • Proficient in MS Office (Excel, Word, PowerPoint, Outlook, Teams) for maintaining trackers, status reports, and briefings
  • Self-motivated problem solver with strong communication skills and the ability to manage competing priorities with minimal supervision
  • High school diploma or equivalent (military logistics training, technical certifications, or college coursework considered alongside experience)
  • Valid U.S. passport
  • Primary duty location in Manila, Philippines; willing and able to support short notice travel and irregular hours throughout the Philippines and internationally (TDY)

The proposed salary for this position is:

$95,000—$160,000 USD
