Job Description

Logistics Fleet-CoordinatorThe Logistics Fleet Coordinator will oversee and manage the entire fleet operations for EACOP field sites across Uganda and Tanzania. The role ensures safe, efficient, compliant, and cost-effective utilization of vehicles and transport assets to support pipeline operations, pumping stations, camps, maintenance activities, and security requirements. This position will play a critical role in enforcing HSE standards, optimizing fleet performance and ensuring full compliance with EACOP logistics and operational policies.

Fleet Management & Operations

• Lead, coordinate, and supervise daily fleet operations across all EACOP operational zones.

• Manage allocation of vehicles to departments (Field Operations, Security, Land & Social, Maintenance, SLT, etc.).

• Ensure optimal fleet utilization, minimizing downtime and maximizing cost efficiency.

• Develop and implement a centralized fleet tracking and monitoring system (GPS/IVMS).

• Coordinate inter-site fleet requirements (MTT, Pumping Stations, and Remote Camps).

Compliance & Safety

• Enforce strict adherence to EACOP HSE and road safety standards.

• Ensure all vehicles meet EACOP specifications (safety features, roadworthiness, permits).

• Conduct routine vehicle inspections, audits, and compliance checks.

• Implement driver behavior monitoring, training, and performance evaluations.

• Lead incident/accident investigations and corrective action plans. Planning & Coordination

• Develop and execute fleet deployment schedules to support pipeline operations and maintenance activities.

• Ensure timely coordination of staff movement, material transportation, and emergency support.

• Liaise with contractors and third-party transport providers for supplementary logistics.

• Support the logistics team in emergency preparedness and crisis response.

Maintenance & Asset Management

• Develop and oversee preventive maintenance plans for all vehicles and equipment.

• Ensure timely servicing, repairs, and spare parts management.

• Maintain accurate fleet records (logbooks, mileage, fuel consumption, maintenance history).

• Plan fleet replacement and retirement in line with asset management policy.

Fuel & Cost Control

• Implement robust systems for fuel management, consumption tracking, and stock reporting.

• Monitor operational costs, analyze variances, and recommend cost-saving measures.

• Report on budget utilization, fleet efficiency KPIs, and operational costs. Leadership & Reporting

• Supervise, mentor, and build the capacity of fleet officers, drivers, and logistics staff.

• Coordinate with HSE, Security, and Operations teams on transport-related risks.

• Prepare regular operational reports (fleet utilization, HSE compliance, maintenance status, cost performance).

• Contribute to continuous improvement of EACOP fleet management standards.

Key Deliverables

• Safe, compliant, and reliable fleet operations across EACOP sites.

• Efficient allocation and utilization of vehicles aligned with operational needs.

• Compliance with HSE, transport regulations, and EACOP standards.

• Effective driver management and zero preventable accidents.

• Transparent and accountable fuel, maintenance, and cost control systems.

• Bachelor’s degree in Logistics, Supply Chain, Transport Management, Mechanical Engineering, or related field.

• Professional certification in Fleet/Transport Management is an added advantage.

• Proficiency in oral and written English

• Minimum 5–10 years of fleet/logistics management experience, with at least 5 years in oil & gas, energy, mining, or other large-scale field operations.

• Proven experience managing large fleets in remote, multi-site operations.

• Strong background in HSE compliance and driver safety programs.

• Familiarity with East Africa’s transport regulations and cross-border operations.

• Strong leadership and team management skills.

• Excellent planning, coordination, and problem-solving ability.

• Proficiency in fleet management systems (GPS tracking, IVMS, SAP/Maximo/ERP).

• Strong financial management and reporting skills.

• Excellent communication and stakeholder management.

• Safety-first mindset with strong integrity.

• Resilient and adaptable in remote field environments.

About East African Crude Oil Pipeline

The East African Crude Oil Pipeline Project (EACOP) is a pipeline that will transport oil produced from Uganda’s Lake Albert oilfields to the port of Tanga in Tanzania where the oil will then be sold onwards to world markets. The pipeline is buried and once topsoil and vegetation have been re-instated people and animals will be able to cross freely anywhere along its length.
