What we do

Since 1863, the International Committee of the Red Cross (ICRC) has worked to preserve human dignity and relieve suffering caused by war and armed violence.

In collaboration with our Red Cross and Red Crescent partners around the world, we do everything we can to deliver life-saving aid, reconnect families and locate missing people – helping those who need it most, regardless of who they are and what side of the front line they are on.

We engage with authorities and armed forces on all sides, often confidentially, pressing for access to detainees to improve their living conditions and urging compliance with international humanitarian law to protect non-combatants, including from digital threats.

Purpose

The Logistics Country Manager coordinates and is responsible for all logistics activities (order management, procurement, warehousing, import/export, transport, fleet and reporting) within the Philippines. They ensure that logistics systems are in place and functional and provide technical and operational support in accordance with ICRC logistics standards and in compliance with all government regulations. They ensure appropriate planning and effective use of resources in the country and serve as the main link between logistics staff at headquarters and logistics teams in the field.

Accountabilities & functional responsibilities

  • Set priorities, objectives, strategies and delegation guidelines for logistics in line with the delegation's overall strategy and priorities
  • Supervise and manage 10-12 staff in Manila site of which 3-4 staff are direct reports.
  • Oversee all Logistics files (order management,procurement, warehousing, import/export, transport, fleet and reporting) and ensure compliance with ICRC logistics procedures and government regulations.
  • Manage finances for all Logistics cost centers.
  • Ensure all requests are fulfilled within a reasonable time frame and in compliance with ICRC procedures and all government regulations.
  • Provide guidance to stakeholders regarding Logistics policies, guidelines, and procedures.
  • Ensure all Logistics transactions in JDE/IRIS are performed in an accurate and timely manner.
  • Provide support to Mindanao Logistics teams as needed.

  • Geographical remit: country-level.
  • Manages 10-15 staff.
  • Manages a fleet of 10-25 vehicles.
  • May manage air or sea operations. N.B. The scope and impact of this role may vary over time.

Relationships

  • Internally, interacts with logistics staff and related departments within the delegation, and with technical references at regional level or headquarters.
  • Externally, develops and maintains working relationships with suppliers, customs officers and other authorities, UN agencies, NGOs and other contacts related to their work.

Certifications / Education required

  • Advanced university degree or equivalent.
  • Excellent command of English. Knowledge of French is an asset.
  • Computer proficiency and knowledge of specialized software.

Professional experience required

  • At least 10 years professional experience in Logistics/Supply Chain, with at least 3 years in a people management role
  • Computer proficiency and knowledge of specialized software
  • Excellent command of written and spoken English
  • Previous experience in humanitarian work is an advantage
  • Experience working in an international environment is an advantage
  • Demonstrated ability to work under high-stress and in conflict areas
  • Amenability to work onsite in Makati City, Philippines
  • Amenability to do occasional local and/or international travel
