The Opportunity

The Issue Advocacy & Alliances team is responsible for education, activation and advocacy with third party stakeholders in Washington, D.C., state capitals and local districts. Prioritization of legislative, policy and advocacy goals is based on key business priorities and conducted in conjunction with business leaders throughout company departments and functions.

Job Scope: The Director will be responsible for initiating and executing integrated advocacy strategies in states or local districts that advance federal and statepolicy priorities and support Genentech’s mission to bring innovative treatments to patients. The individual will be responsible for implementing an outreach strategy with key third party stakeholders that showcases the company as a science-driven and patient-focused business whose priority is to shape the policy landscape through credible engagement. The Director will monitor and analyze the external landscape for policies, trends and activities in key districts and markets and will be responsible for communicating the business impact to key external and internal stakeholders.

Key Accountabilities

  • Cultivate and sustain long-term, trusted relationships with regional, state and local third party stakeholders in the territory including, but not limited to, patient advocacy, provider, trade, business, community organizations and other influencers, that will distinguish the company as a leader in the biopharmaceutical space while proactively advancing company objectives at the federal and state levels.

  • Drive advocacy campaign execution in assigned states, harnessing the impact of local engagement and incorporating policy research, coalition development, stakeholder activation and public affairs activities to achieve desired outcome.

  • Integrate Genentech’s outside consultants effectively in the development of relationship and activation strategies.

  • Provide strategic counsel on the federal and state political and policy landscapes and advise on appropriate engagement of third party stakeholders to key internal partners in the region and at the home office.

  • Engage and educate internal colleagues on key policy issues to foster enterprise-wide understanding of policy impact to the business; identify opportunities to activate the employee voice on issues of importance.

  • Elevate local and regional insights to inform enterprise-level issue prioritization and strategy development.

  • Identify federal and state public policy and advocacy opportunities where Genentech’s expertise and point of view is both needed and valuable.

  • Cultivate unified philosophy through work with others in external affairs in pursuit of overarching objectives.

  • Focus areas will include core healthcare issues relating to reimbursement, value, patient access and population health.

Who you are

  • You have a Bachelors degree.

  • You have a deep understanding of the political, legislative and regulatory processes at the state and federal levels and 10+ years of experience working with third party stakeholders to advance policy priorities.

  • Demonstrated experience in healthcare policy and expertise in issues of critical importance to the company and its business.

  • Experience working with a variety of stakeholders, including trade associations and coalitions, and ability to proactively drive objectives by effectively bringing individuals together.

  • The candidate must be able to utilize strong oral and written skills in order to communicate targeted messages to a diverse group of internal and external stakeholders.

  • The candidate must possess an ability to set clear objectives and effectively implement comprehensive government affairs strategies that include coalition building, messaging, material generation and other means necessary in order to meet defined goals.

  • The candidate must be a motivated individual who can provide strategic direction while working collaboratively as part of an external affairs team.

  • Willingness and ability to travel as needed, up to 40%.

  • Strong relationships with influential stakeholders in the region.

Location: This role has regional responsibility for Texas, Arizona, New Mexico and Louisiana.

Strong preference for candidate to reside in Texas.

This is a field-based position. Overnight travel may be required. This position requires significant driving of either a company provided or personal vehicle as well as prolonged periods of sitting, both of which are part of the essential duties and responsibilities of the role. As a result, Genentech, Inc. (Company) from time to time will check your motor vehicle record for purposes of determining your eligibility for driving a Company vehicle or driving any vehicle on Company business

The expected salary range for this position based on the primary location of Texas is $159,900/yr to $296,900/yr. Actual pay will be determined based on experience, qualifications, geographic location, and other job-related factors permitted by law. A discretionary annual bonus may be available based on individual and Company performance. This position also qualifies for the benefits detailed at the link provided below.
