What You'll Do:

ODH is seeking a Program Administrator to provide high‑level program guidance, policy interpretation, technical assistance, and strategic support to LHDs across Ohio. This position serves as the Central Regional Officer, supporting the following counties: Ashland, Delaware, Fairfield, Fayette, Franklin, Knox, Licking, Logan, Madison, Marion, Morrow, Pickaway, Richland, Union
  • Provide direct guidance and support to Local Health Departments (LHDs) on accreditation, mergers, consolidation, shared services, and emerging public health needs.
  • Serve as the primary liaison between ODH leadership, ODH staff, and LHDs—communicating decisions, interpreting policy, and representing leadership in meetings.
  • Coordinate technical assistance and surge support (e.g., epidemiology, staffing, supplies) and deliver training through webinars, e‑learning, and continuing‑education tools.
  • Analyze and evaluate LHD operations, policies, data, and procedures to support decision‑making, process improvement, and policy development.
  • Make recommendations to leadership based on research, input from partners, and evaluation findings; prepare key correspondence and documents.
  • Identify funding opportunities (grants, partnerships), maintain fiscal oversight, and support program and project development.
  • Represent ODH on committees, task forces, and coalitions; support special projects and public health initiatives.

Normal working hours are Monday through Friday, 8:00 am to 5:00 pm. This is an exempt hourly position, with a pay range of 12 on theE1 Exempt Pay Range Schedule

Qualifications

4 yrs. trg. or 4 yrs. exp. in business administration management science or public administration.

-Or

Completion of undergraduate core program in business administration, management science or public administration; AND 2 yrs. trg. or 2 yrs. exp. in supervisory, administrative &/or managerial position.

-Or

Completion of undergraduate core program in academic field commensurate with program area to be assigned per approved Position Description on file; AND 2 yrs. trg. or 2 yrs. exp. in supervisory, administrative &/or managerial position or staff position involving planning, research &/or policy/procedure development.

-Or

1 yr. exp. as Program Administrator 1, 63122.

Equivalent of Minimum Class Qualifications For Employment noted above.

Unless required by legislation, the selected candidate will begin at Pay Grade 12, Step 1 of the Exempt Pay Range Schedule ($33.32 per hour), with an opportunity for pay increase after six months ($35.21 per hour) of satisfactory performance and then a yearly raise thereafter.
