Project Context and Scope
1) Legal and Institutional Review Report
Develop report identifying relevant legislation of the Republic of Armenia and institutional frameworks related to border management, customs, and trade facilitation
The report should include finings and mappings as listed under points 2-4.
2) Institutional Analysis and Mapping
Develop structured mapping of key institutions (e.g. Border Guard Troops, State Revenue Committee, others) including mandates, roles, and responsibilities, coordination mechanisms and inter-agency practices
Identify institutional strengths, weaknesses, and areas requiring clarification or reform
3) Mapping of Ongoing and Planned Reforms
of relevant Government-led reforms and EU/VLAP-related processes, Donor-supported interventions, and planned or ongoing investments (infrastructure, IT systems, equipment)
Identification of overlaps, synergies, and gaps in reform efforts
4) Identification of Legal, Institutional, and Operational Constraints
Analytical summary of constraints affecting implementation, including:
Legal gaps or absence of regulatory frameworks
Institutional fragmentation or unclear mandates
Operational challenges (staffing, workflows, training needs)
5) Support to Field Assessments and Expert Missions
Documented inputs and briefings provided during BCP (Border Crossing Point) visits
Clarification notes on institutional practices and contextual factors
Contribution to validation of field findings
6) Validation and Quality Assurance of Draft Outputs
Written feedback on draft reports produced by international experts
Verification of:
Consistency with Armenian legal and institutional framework
Alignment with ongoing reforms and national priorities
Demonstrated quality and accuracy of legal and institutional analysis, including correct interpretation of Armenian legislation.
Comprehensiveness of institutional analysis, including clear mapping of roles, responsibilities, and coordination mechanisms.
Demonstrated ability to engage with stakeholders and incorporate feedback from government agencies and partners.
Clarity, structure, and professionalism of deliverables, including well-organized and evidence-based reporting.
Timely delivery of outputs in line with agreed deadlines.
Required Qualifications and Experience
Education
Specialization in customs law, trade facilitation, or EU acquis/regulatory approximation is considered a strong asset.
Additional formal training or certification in legislative analysis, institutional reform, or public policy will be an advantage.
Experience
At least five years of relevant professional experience in conducting analytical, legal, or policy-oriented consultancies.
Proven experience in reviewing and analysing legal and regulatory frameworks, preferably in the areas of border management, customs, or trade facilitation.
Demonstrated experience in institutional analysis, including assessment of mandates, coordination mechanisms, and governance structures in the public sector.
Proven experience working with government institutions and/or international organizations, preferably in Armenia or the region.
Experience in preparing analytical reports, legal gap assessments, or policy recommendations related to customs, border management, or trade facilitation.
Familiarity with EU standards, Visa Liberalisation Action Plans, or Integrated Border Management (IBM) approaches will be considered a strong asset.
Skills
Analytical Reporting: Strong capacity to produce clear, structured, and evidence-based reports.
Languages
For this consultancy, fluency in Armenian and English languages is required (oral and written).
Proficiency of language(s) required will be specifically evaluated during the selection process, which may include written and/or oral assessments.

IOM covers Consultants against occupational accidents and illnesses under the Compensation Plan (CP), free of charge, for the duration of the consultancy.
