Project
The Woodfibre LNG Project is located approximately 7 km west-southwest of Squamish, British Columbia. It involves the construction and operation of a liquefied natural gas (LNG) export facility on the previous Woodfibre pulp mill site, which will have a storage capacity of 250,000 m3 and would produce approximately 2.1 million tons per year of LNG.
Woodfibre Management Ltd. is a privately held Canadian company based in Vancouver and a subsidiary of Pacific Energy Corporation Limited.
Position
The Loading Master is an integral part of Woodfibre LNG’s dynamic team and will be responsible for all the activities related to mooring and loading of LNG carriers berthing at Woodfibre’s floating storage and marine terminals facility. The successful candidate will report to the Marine Manager and will join early in the project execution phase to support the operations readiness effort for an efficient transition to the operations phase and to support the company’s objective of becoming a safe, reliable and efficient LNG producer in BC, Canada.
Responsibilities
During the Project Execution phase, the successful applicant will:
- Support the implementation of the long term marine service provider agreements including tugs, personnel transport and logistics.
- Ensure implementation of company’s TERMPOL and other marine related recommendations and commitments prior to start of operations.
- Support the development of the Marine training plan
- Input to Marine budget and management of related costs
- Lead and participate as required in the development of the Company’s marine operating procedures, terminal operations manual, marine emergency and security plans to ensure they meet industry best practices and to the satisfaction of local regulators and authorities.
- General technical support for the development of other marine services necessary for the plant’s operations
- Assisting in the commissioning and start-up of the Terminal’s Marine facilities cooldown and first cargo
During the Operational phase, the successful applicant will:
- Act as the Terminal Representative ensuring that LNGC’s mooring, and cargo operations are conducted safely and in accordance with the terminal operating procedures and in line with industry best practices.
- Loading Master provides the key interface between the vessel and the Terminal coordinating activities and ensuring that a high level of communication is maintained to manage any issues that may arise effectively.
- Act as an Alternate Port Facility Security Officer.
- Responsible for pre-arrival correspondences with concerned parties, Supervise, pre arrival checks, Berthing, Mooring and Un-berthing of LNG Tankers, Declaration of Security, Conduct Pre-load meetings with vessel's senior officers, carry out Pre-load safety inspection. Maintain Marine Operational oversight of the cargo transfer operation and will be in attendance for all critical activities to ensure the safe and on time completion of loading operation, conduct periodical safety inspections and completion of cargo documentation including (SOF, LOP, NOR etc).
- Witness cargo surveys and ensure all required information is gathered to support commercial deliverables.
- Maintain the LNG Tankers' compatibility studies and support marine assurance vessel pre-approval activities.
- Provide technical support to logistics team, inspect contracted service boats such as barges and other supply vessels, as needed.
- Provide marine expertise to operations in respect of trim and stability management of the floating storage tanks.
- Fulfill necessary duties as part of the Emergency Response command team as defined by the company.
- Take an active role in HSSE activities; support Operations Excellence initiatives and capability development.
Requirements
Requirements and Experience
- Experience as a Master Mariner or Chief Officer for LNG carriers or other liquified gases ships
- Minimum 3 years’ experience as a Loading Master in LNG terminals
- Experience in floating LNG facilities FLNG preferred, FSRU and FSU will be considered
- Experience in the marine assurance activities such as vessel compatibility assessments, SIRE inspections, MTMSA.
- General experience in the various marine activities related to the operations of an LNG terminal, including contracting marine services, agency, pilotage, marine logistics.
- Right to work in Canada preferred, candidates with FLNG experience may be eligible for relocation assistance.
- Must be able to communicate fluently in written and spoken English.
Education
- Unlimited Master Mariner certificate or unlimited Chief/cargo Officer certificates
- Dangerous cargo endorsements - Liquefied gas Tanker, Oil or Chemical Tankers.
Skills
- Highly motivated, team-oriented, strong analytic skills. Ability to identify problems and successfully implement solutions.
- Be comfortable with a broad interface management role, collaborating with multiple disciplines when required.
- Ability to solve technical problems as they arise and make decisions on how a problem’s solution will impact the immediate problem and the system.
- Must be flexible with work hours, overtime, holidays and weekends, as required, to support ship’s schedule, as needed.
- Willing to comply with WLNG’s drug-free and harassment-free work environment and comply with all safety policies and procedures.
- Have good organizational, computer and communication skills working in a team environment.
- Expertise with a variety of computer programs (e.g., Word, Excel, PowerPoint, Navisworks, Adobe Acrobat)
