CONTRACT LENGTH:

From the 1st of October to the end of December 2026 with possibility of 1 year extension upon the availability of funds.

Child Safeguarding:

Level 3 - the responsibilities of the post may require the post holder to have regular contact with or access to children or young people.

ROLE PURPOSE: The Livelihood Officer will play a key role in overseeing all Livelihood-related activities within the Sponsorship project at Save the Children International (SCI). This position is responsible for coordinating, implementing, and reporting on project intervention. The Livelihood officer will work in close collaboration with the partner NGO, the project team, and relevant stakeholders to ensure timely delivery of quality results, effective coordination with governmental and community counterparts, and the development of a coherent, sustainable program model.

Project Background: The Sponsorship for Refugees Project is a multisectoral initiative implemented in Greater Cairo, aiming to improve unaccompanied and separated refugee children's (UASC) access to essential services, including health, education, livelihoods, and protection. The project is currently prioritizing the localization of its interventions by implementing activities through local partners, strengthening local capacity and ownership to ensure the sustainability of its impact.

SCOPE OF ROLE:

The officer will have a dotted line reporting to the CO Livelihood Technical Advisor

KEY AREAS OF ACCOUNTABILITY:

Project Implementation

· Support the Project Manager in planning, coordinating, and overseeing livelihood interventions implemented through partners, ensuring compliance with project objectives, donor requirements, and Save the Children standards.

· Provide technical guidance, coaching, and capacity strengthening to partner staff to improve the quality and sustainability of livelihood interventions.

· Support partner-led community outreach and beneficiary engagement activities, ensuring appropriate targeting, inclusion, and participation of vulnerable groups

· Monitor partner performance through field visits, regular review meetings, and progress monitoring, ensuring timely implementation and quality delivery of activities.

· Oversee the quality of livelihood interventions, including life skills, employability and business skills training, vocational training, entrepreneurship support, business plan assessments, seed funding, and post-grant business follow-up.

· Strengthen partnerships with private sector actors, vocational training providers, and other stakeholders to expand sustainable employment, entrepreneurship, and referral opportunities for beneficiaries.

· Lead sustainability and exit planning by supporting partners to institutionalize approaches, strengthen local ownership, and establish linkages that ensure continuity of services beyond the project.

· Collaborate with technical sectors, including Child Protection, Education, Health and MEAL, to promote integrated programming and effective referral pathways.

· Review partner work plans, reports, and deliverables, ensuring compliance with partnership agreements, donor requirements, safeguarding standards, and quality benchmarks.

· Contribute to project planning, budgeting, monitoring, reporting, learning, and documentation of good practices and lessons learned.

· Represent Save the Children in coordination meetings, partner review sessions, and technical forums, and perform other duties assigned by the Project Manager to support effective project implementation and responsible closure.

Reporting and documentation

· Document livelihood interventions/activities, lessons learnt and experience resulting from the project.

· Contribute to the writing of regular and ad hoc reports related to the livelihood sector.

· Coordinate with MEAL person to support in project assessment activities.

· Compile concise quantitative and qualitative reports on a monthly, quarterly and annual basis

Budgeting

· Support in quality budget phasing, monitoring, and utilization, participates in cost/benefit assessment for all Livelihood activities.

QUALIFICATIONS AND EXPERIENCE

• Bachelor’s degree in development, economics, commerce, international development or a related field with a minimum of 3 years’ experience in livelihoods, poverty reduction programming in a reputed organization or NGO

• Previous work with refugees/asylum seekers or displaced migrants is a must.

• Highly developed interpersonal and communication skills including influencing and negotiation.

• Strong results orientation, with the ability to challenge existing mindsets.

• Very good computer skills.

• Report writing skills and English proficiency is required.

• Good knowledge of Child Safeguarding will be an added advantage.
