Boeing is seeking a highly experienced Senior Program Manager & Site Manager to lead the Air Force Nuclear Weapons Center (AFNWC) Intercontinental Ballistic Missile (ICBM) Little Mountain Test Facility (LMTF) Operations & Maintenance (O&M) Program, located in Ogden, Utah, at a Hill Air Force Base (HAFB) annex.
The Boeing Senior Program Manager & Site Manager serves as the senior leader responsible for the overall execution, performance, and administration of Boeing’s Strategic Deterrence Systems (SDS) program at LMTF. This position provides on-site leadership for day-to-day execution and holds primary responsibility, accountability, and authority for LMTF’s O&M program, including associated delivery order CLINs for add-on test contracts, equipment purchase contracts, new test capability contracts, facility support contracts, and all commercial test execution contracts performed under the LMTF Cooperative Research & Development Agreement (CRADA).
This role also provides leadership oversight for LMTF modernization and future growth initiatives, including research, development, design, and integration of new technology insertions supporting nuclear hardness test capabilities and facility development. In addition, the Program Manager & Site Manager is responsible for overseeing site operations, serving as the primary Boeing interface and point of contact to Government stakeholders, maintaining a safe and compliant work environment, and ensuring LMTF laboratories and facilities remain fully operational and effective in support of mission requirements.
The Program Manager & Site Manager is the key operational leader for LMTF’s complex and unique test laboratories, sustainment activities, and safety-sensitive environments involving functional interfaces across multiple laboratories and facilities, maintenance coordination, and mission-critical test schedule execution. This position directs operational, technical, staffing, safety, security, cyber, quality, and sustainment activities necessary to support mission-critical testing, maintenance, facility operations, and modernization efforts in accordance with contractual requirements and Government direction. Other responsibilities include developing and maintaining an overall program organizational structure aligned with contractual cost and execution requirements, mission priorities, and overall program objectives. This includes ensuring appropriate personnel are assigned to each position with the applicable skills, experience, and staffing levels to effectively support program execution while remaining within overall program cost constraints.
The Boeing Program Manager & Site Manager is responsible for ensuring contract compliance, mission readiness, and successful delivery of all program objectives through leadership of a team of 100+ employees and support staff, including lab and engineering managers, site operations managers, engineers, scientists, technicians, program and project specialists, business operations staff, and support personnel. This position includes direct oversight of project specialists, business operations staff, and first-line managers supporting LMTF’s program management, business operations, and site support functions.
LMTF supports the AFNWC mission by providing test environments to study, analyze, and evaluate the effects of nuclear and operational conditions on ICBM weapon systems in support of warfighter nuclear capabilities. The mission directly supports the AFNWC ICBM portfolio, including Minuteman III and Sentinel. LMTF’s primary focus is to support Minuteman III and Sentinel weapon system testing, as well as other AFNWC portfolio programs, Department of Defense (DoD) and Department of Energy (DOE) programs, and approved mission partners requiring testing to assess system survivability, vulnerability, and performance. LMTF’s vision is to ensure its test capabilities and facilities meet sustainment, modernization, and mission requirements, safeguarding the land-based leg of the nuclear triad and providing test support to other mission partners as available.

This position requires the ability to obtain U.S. Security Clearance, for which the U.S. Government requires U.S. Citizenship. An interim and/or final U.S. top secret clearance Post Start is required.
