LIHEAP Eligibility Technician/Receptionist

Department: Heating & Energy

Compensation: $20.00 / hour

As a LIHEAP Eligibility Technician / Receptionist, you’ll be a vital first point of contact—helping individuals access critical energy assistance services while keeping daily operations running smoothly.

The LIHEAP Eligibility Technician / Receptionist plays a dual role in client support and front desk coordination within the Family Development/LIHEAP program. In this position, you’ll guide applicants through the intake and eligibility process, connect them with valuable resources, and ensure a welcoming and efficient reception area.

You’ll work closely with internal programs and community partners to deliver meaningful, timely support to individuals and families from diverse backgrounds.

Key Responsibilities

  • Conduct client intake, assessments, and data entry for LIHEAP applicants
  • Provide information, referrals, and guidance on available services and community resources
  • Coordinate and communicate with internal programs to support referrals and client needs
  • Prepare, organize, and maintain essential documentation such as applications, correspondence, and client records
  • Manage front desk responsibilities, including greeting visitors, answering phones, and directing inquiries
  • Schedule client appointments and assist walk-in visitors with timely support
  • Handle incoming and outgoing mail, including reviewing applications and processing correspondence
  • Prepare required reports in alignment with organizational and funding guidelines
  • Maintain confidentiality and ensure compliance with applicable regulations
  • Support administrative operations and perform additional duties as needed

Skills, Knowledge and Expertise

Skills
  • Strong communication skills, both verbal and written
  • Customer service mindset with the ability to support diverse populations
  • Solid organizational and multitasking abilities
  • Attention to detail and accuracy in data entry and documentation
  • Basic computer proficiency and familiarity with office systems
  • Ability to work independently while contributing to a collaborative team
  • Bilingual skills (Spanish or Portuguese) are an asset
Knowledge and Qualifications
  • High School Diploma or GED required
  • Understanding of general office procedures and administrative workflows
  • Knowledge of community resources and social service programs is beneficial
  • Ability to handle confidential information with professionalism and care
  • Capacity to travel between sites and occasionally to client homes
  • Comfortable working in a fast-paced, client-facing environment
Work Environment & Physical Requirements
This role involves a mix of desk-based tasks and active client support. You’ll need to be comfortable moving throughout the facility, assisting clients, and using standard office equipment. Occasional lifting (up to 25 lbs) and physical mobility are required.

About East Bay Community Action Program

East Bay Community Action Program (EBCAP) is a private, non-profit 501 (c) (3) corporation. The mission of EBCAP is to provide high-quality, comprehensive and accessible health and human services to assist people to achieve their fullest potential.

In 2016 EBCAP merged with East Bay Center (EBC), a state recognized Community Mental Health Center (CMHC) and Integrated Health Home. Given that the two were recognized at the local, state, and national levels as premier providers, the transformation and merger into a single organization greatly enhanced the level of expertise and expanded the breadth and depth of services that EBCAP could offer to the communities it serves.

With this merger, EBCAP received provisional approval by the state as an Accountable Care Entity, an in-house partnership of medical, dental, behavioral health, and social service providers working together to create a shared culture of collaboration and transformation of the health care system.
