
As a senior subject matter expert in the software acquisition lifecycle, this individualserves as a key authority within the NGA PEBS/SAM office. This role is responsible fororchestrating and managing the total lifecycle of software assets across the agency, from procurementto retirement. This individual provides critical analysis, strategic recommendations, and hands-onsupport to ensure a cohesive, compliant, and efficient agency-wide approach to software acquisitionand management, enabling government leadership to make informed investment and strategydecisions.
Leading and managing the end-to-end software procurement process, including assistingcustomers with requirements definition, conducting market research, and developingcomprehensive pre-award and post-award documentation.• Developing and analyzing various software license acquisition strategies, assessing IC orDoD contract vehicles, and providing recommendations on the most efficient and effectiveprocurement approaches.• Overseeing the software asset management (SAM) lifecycle by utilizing agency tools tomonitor, report on, and manage software licenses, maintain comprehensive documentation,and track assets from acquisition to discontinuance.• Preparing and managing acquisition documentation, briefings, and funding documents inaccordance with FAR, DFAR, and NARI guidelines, ensuring full compliance with allregulations.• Serving as a primary liaison between NGA customers and government personnel,coordinating with technical, contractual, legal, and funding stakeholders to resolve issues andensure successful procurement actions.• Supporting the PEBS/SAM billing process through direct customer engagement,communication of billing policies, and effective resolution of issues.
