counties: Adair, Bell, Boyle, Breathitt, Casey, Clay, Clinton, Cumberland, Estill, Floyd, Garrard, Green,
Harlan, Jackson, Johnson, Knott, Knox, Laurel, Lee, Leslie, Letcher, Lincoln, McCreary, Madison, Magoffin,
Marion, Martin, Menifee, Metcalfe, Monroe, Morgan, Owsley, Perry, Pike, Powell, Pulaski, Rockcastle, Russell,
Taylor, Wayne, Whitley, Wolfe, and sometimes travels statewide due to agency needs. OIG encourages applicants

Description

The Office of Inspector General (OIG) performs many varied functions for the Cabinet for Health
and Family Services. OIG has six divisions: Division of Regulated Child Care, Division of Health Care,
Certificate of Need, Division of Kentucky Health Information Exchange, Division of Telehealth and the Division
of Audits and Investigations. These Divisions cover a wide variety of job tasks and duties in varied settings
throughout Kentucky, which include inspecting and licensing childcare and healthcare facilities and services,
and conducting investigations of complaints in those facilities, as well as conducting Medicaid fraud and
other types of complaints for the Cabinet.

The Life Safety Code Inspector (Life Safety Code Inspector) is responsible for conducting unannounced, on-site
inspections of Medicaid/Medicare certified hospitals, long-term care facilities, and certified ambulatory
surgical centers to determine compliance with the federal Life Safety Code (LSC) requirements. Ensures that
Medicaid/Medicare certified health facilities meet the minimum requirements for the design, operation, and
maintenance of building and other structures for safety, fire and emergencies.

Responsibilities and Duties:
  • Conduct onsite inspections of Medicare/Medicaid certified hospitals, long-term care facilities, and certified ambulatory surgical centers to determine compliance with the federal Life Safety Code requirements.
  • Perform the inspection and extensively documents the results of the inspection according to established Medicare and Office of Inspector General (OIG) guidelines.
  • Prepare reports documenting noncompliance with the federal Life Safety Code pursuant to Center for Medicare & Medicaid (CMS) guidelines and other reports as directed.
  • Review plans of correction from Non- Compliant Health Facilities.
  • Conducts follow-up visits as necessary.
  • Provide consultation to other staff and providers regarding Life Safety Code issues.
  • Perform other duties as required.

Qualifications:
  • Excellent interpersonal skills with the ability to communicate effectively and respectfully with people of diverse backgrounds and in diverse settings.
  • Ability to be flexible with work schedules, work assignments, and overtime needs.
  • Experience with National fire safety codes and Federal Building Regulations.
  • Excellent verbal and written skills.
  • Proficiency with use of computers, tablets, smart phones for daily tasks.
  • Ability to travel, as needed, mostly in Kentucky. Rare occasions of travel to other states may be required.
  • Physical ability and energy to traverse large healthcare facilities for extended periods of time during surveys and inspections.

Minimum Requirements
EDUCATION:
Graduate of a college or university with a bachelor's degree.

EXPERIENCE, TRAINING, OR SKILLS:
Three years of experience as a facility safety director, facility engineer, fire prevention inspector, insurance claims adjuster, or in a job requiring knowledge of the federal Life Safety Code https://www.cms.gov/GuidanceforLawsAndRegulations/11_LSC.asp .

Substitute EXPERIENCE for EDUCATION:
Experience in the above fields will substitute for the required college on a year-for-year basis.

SPECIAL REQUIREMENTS (AGE, LICENSURE, REGULATION, ETC.):
Under State Agency (SA) agreement with the Center for Medicare and Medicaid Services (CMS), must successfully receive and pass required CMS training and certification in the performance of the LSC surveys within six months of employment within this job classification. Current standards for CMS training and certification are available at www.cms.gov Must maintain any required licensure(s), certification(s), or other credentials for the length of employment in this classification. Employing agency is responsible for ensuring employee possesses and maintains required licensure(s), certification(s), or other credentials.

Working Conditions

Frequent travel is required and overnight stays may be required.

Probationary Period

This job has an initial and promotional probationary period of 6 months, except as provided in KRS 18A.111.
