This is a part time, fixed term position for 12 months.
Licensing Manager - Grade 12 – Pro Rata Salary £23,057 - £24,717
ROLE AND PURPOSE
To manage the work of the Licensing Section, support the Licensing Committee to develop and implement licensing policies and thereby enable the Council to function effectively as a Licensing Authority for a range of licensable activities. Primarily these include taxis, namely Private Hire and Hackney Carriage drivers, vehicles and operators, premises licensed for gambling in accordance with the Gambling Act 2005 and those licensed for the sale of liquor and/or provision of regulated entertainment in accordance with the Licensing Act 2003.
To act as a senior member of the Public Protection Division management team and contribute to the development and delivery of the Service Area Business Plan; with specific responsibility for the actions of staff within the Licensing Section. This requires implementing corporate policies and procedures, and being conversant with national policies and initiatives involving licensing.
To develop an annual work plan for the Licensing Section, identify priorities, set targets and monitor performance to ensure that the licensing function is managed effectively and delivered within budget.
To take the lead role in ensuring operational procedures are developed and reviewed, ensuring officers are competent to exercise their statutory powers, that resources are allocated on the basis of risk and that any enforcement action is consistent with the requirements of the Councils Licensing Policies, legislation and Government guidance as appropriate.
