The Supportive Living Monitoring Program (SLMP), within the Licensing & Compliance Monitoring Branch, directly monitors over 1,000 accommodations to ensure you are meeting the requirements of applicable legislation, including the Continuing Care Act, regulations thereunder, and the Accommodation Standards. You may encounter a wide range of settings, many of which present unique challenges that require thoughtful, measured, and sometimes tailored approaches to support compliance. SLMP also ensures alignment with Ministry legislation, regulations, standards, and departmental policies.

In this role, you will actively participate in on-site inspections and facility investigations of varying complexity, under the direction of the Director or Manager. The main goal of these inspections is to strengthen public accountability by ensuring the continuing care system and internal operational controls are working as intended, are properly enforced, and that operators are providing safe, secure, and high-quality services to Albertans living in these accommodations.

Your responsibilities will include, but will not be limited to:

• Regulatory Oversight:
  • Executing duties under the Continuing Care Act
  • Monitoring compliance with legislative requirements in licensed facilities.
  • Conducting inspections and making licensing recommendations for supportive living accommodations and continuing care homes.
  • Collaborating with various stakeholders, including operators, health authorities, and social agencies, to address compliance issues.
    
    

• Complaint Investigation:
  • Investigating complaints related to the Accommodation Standards, developing plans and reporting findings.
  • Assessing situations where unlicensed supportive living accommodations are being provided and determining eligibility for licensing.
  • Issuing non-compliance notices and enforcing compliance actions as necessary.
    
    

• Continuous Improvement:
  • Identifying trends and proposing solutions to enhance the continuing care system.
  • Participating in committees and working groups to provide expertise on legislation and standards.
  • Promoting collaboration with stakeholders and authorities to share best practices.

• Reporting and Analysis:
• • Preparing thorough inspection and investigation reports to support licensing and compliance decisions.
  • Documenting inspections, incidents, and compliance actions accurately in databases.
  • Alerting management to emerging issues and providing recommendations for improvements in licensing processes.
    
    

• Support and Coordination:
  • Acting as a point of contact for inquiries, project assignments, and unit support.
  • Reviewing media and inspection reports, ensuring accuracy and quality assurance.
  • Providing support to field inspectors and covering for absent colleagues as needed.
    
    

• Public Complaints:
• • Handling follow-up on public complaints, assessing compliance with relevant legislation and standards.
  • Developing and executing investigative plans for complaints, ensuring timely resolution and documentation.
    
    

• Incident Review:
  • Reviewing duty to notify incidents submitted by operators to ensure compliance with accommodation standards.
  • Making referrals to other authorities as necessary based on findings.
    
    

• Licensing Process Support:
  • Assisting new operators through the initial licensing process by reviewing applications and confirming compliance with legislation.
  • Liaising with funding bodies to gather relevant information and ensuring proper licensing of accommodations.

To be successful in this role, you will need to demonstrate:

• Proven ability to build and work effectively within a team and demonstrate strong networking skills.
• Proficiency in various software programs including Outlook, Adobe, Excel, Word, Teams, etc.
• Strong skills in consultation, interviewing, negotiation, de-escalation, conflict management/resolution, investigation, and documentation.
• Ability to work independently across a large geographical area, identifying, analyzing, and resolving issues within strict timelines.
• Effective liaison and facilitation skills with an ability to persuade and assert sensitivity to the needs of vulnerable populations.

Qualifications

Required:

• University graduation (4 years) in a related field such as healthcare, accreditation, education, human services, regulatory compliance, etc., plus 2 years of progressively responsible related experience; or equivalent as described below. Equivalency: Directly related education or experience considered on the basis of:
  • 1 year of education for 1 year of experience; or
  • 1 year of experience for 1 year of education.
    
    

• Valid class 5 driver's license and a reliable vehicle is required.
  
  

Preference:

• Completion of the Foundations of Administrative Justice course.
• National Certified Investigator and Inspector designation or completion of an equivalent program.
• A cover letter outlining how your experience directly relates to the qualifications of this role and how you will ensure work-life balance with the amount of travel the role entails is recommended.

Assets:

• Valid Basic Life Support certification.
• Experience with of the Continuing Care Act, Continuing Care Regulation, and the accommodation standards.
• Experience with property ownership options and collateral authority legislation.
• Experience with Protection of Privacy Act (POPA), Health Information Act (HIA), and established protocols under the Protection for Persons in Care Act.
• Experience in formulating solutions to complex issues involving multiple stakeholders with competing interests.
• Experience with ethics and the interdisciplinary nature of relevant issues.

Notes

Hours of work Full-time, Monday - Friday, 8:15 am-4:30 pm (36.25/week)

Occasional evening and weekend work may be required.

Positions Currently available Temporary positions are available until March 31, 2028.

Travel This position is approximately 80% travel with approximately 50% of that being overnight travel. The candidate may have to travel up to 5 days per week, overnight stay. Ability to travel throughout the province. Occasionally, travel may be required on short notice.
