
Licensing, Contracting & Carrier Relations Manager
Location: Fully Remote : Salt Lake City, UT / Hybrid

Reports To: VP of Operations
The Licensing, Contracting & Carrier Relations Manager is responsible for ensuring all advisors, producers, agencies, and partners are properly licensed, contracted, appointed, certified, and authorized to conduct business across all supported markets. This role serves as the central point of ownership for producer readiness, carrier relationships, marketplace certifications, compliance administration, onboarding, and carrier expansion initiatives.
This position directly impacts regulatory compliance, producer productivity, revenue generation, commission accuracy, and organizational scalability.
Essential Responsibilities
Producer Licensing Management
Manage/track resident and non-resident licensing for all states/producers
Expirations
Renewals (60-90 days in advance)
Lines of authority (Life, Accident, Health, etc.)
Monitor continuing education (CE) requirements - communicate with producers
Maintain accurate NPN and licensing records
Manage agency affiliations and state updates
Ensure all producers remain compliant and eligible to sell
Agency affiliation updates
Carrier Contracting & Appointments
Coordinate contracting for ACA, ICHRA, ancillary, and other organizational business lines
Submit and track appointments for employees, partner agencies, and independent producers
Manage writing IDs, carrier portal access, and onboarding requirements
Monitor approval timelines and resolve contracting delays
Support carrier expansion initiatives and new market entry efforts
Marketplace & Certification Management
Manage FFM, SBM, AHIP, and carrier-specific certification requirements
Track certification completion and readiness across all producers
Maintain certification records and compliance documentation
Ensure marketplace readiness prior to Open Enrollment periods
Producer Onboarding
Lead producer licensing and carrier onboarding processes
Coordinate contracting, appointments, certifications, and access requirements
Establish onboarding checklists and timelines
Ensure new producers are fully ready to write business as efficiently as possible
Carrier Relationship Management
Develop and maintain carrier relationships
Act as primary operational contact for appointment and contracting issues
Coordinate resolution of carrier escalations
Monitor carrier requirements and communicate operational changes internally
Book Transfers & Producer Administration
Manage producer transfers, book transfers, agent-of-record processes, and appointment transfers
Support agency hierarchy changes and carrier transitions
Administer onboarding and compliance requirements for 1099 and agency partner producers
Compliance & Documentation
Maintain complete electronic producer records
Track E&O coverage and compliance documentation
Maintain contracting, appointment, certification, and licensing records
Ensure audit readiness and regulatory compliance
Reporting & Operational Oversight
Provide regular reporting on:
Licensing status
Appointment status
Certification completion
Expiring licenses
Carrier readiness
Contracting bottlenecks
Identify process improvements and automation opportunities
Required Qualifications
Education
Bachelor's degree preferred or equivalent experience.
Experience
3+ years in insurance licensing, contracting, carrier relations, compliance, or agency operations
Experience with ACA, ICHRA, Medicare, or Individual Health insurance markets preferred
Experience working directly with insurance carriers and producer appointment systems
Experience managing multi-state licensing requirements
Technical Skills
Salesforce experience preferred
Microsoft 365 proficiency
Excel reporting and tracking skills
Ability to manage multiple carrier portals and certification platforms

Marketplace certifications completed before deadlines
