Job Description

The Licensing & Permitting Manager is responsible for managing licensing and construction permitting activities in support of utility-scale Wind and BESS projects. This role serves as the company’s subject matter expert for licensing, permitting, and regulatory compliance, ensuring required licenses, registrations, permits, inspections, and documentation are obtained, maintained, and tracked across applicable jurisdictions. The position works closely with project teams, leadership, legal counsel, regulatory agencies, AHJs, customers, and subcontractors to support project execution, reduce compliance risk, and improve permitting visibility and process consistency across the organization.

Responsibilities/Essential Functions:

Licensing Management

  1. Manage and maintain Takkion's contractor licensing portfolio across all applicable states, counties, municipalities, and jurisdictions.
  2. Track and maintain General Contractor, Electrical Contractor, Fire Protection, Specialty Contractor, Business Registration, and other required licenses.
  3. Coordinate license applications, renewals, amendments, and qualifying party requirements.
  4. Monitor changing regulatory requirements and proactively implement compliance measures.
  5. Maintain licensing databases, calendars, and compliance tracking systems.
  6. Coordinate with internal leadership, legal counsel, insurance providers, and state licensing boards.
  7. Manage contractor qualification requirements, registrations, and reciprocal licensing opportunities.
  8. Ensure compliance with state-specific contractor laws and regulations.

Permitting Management

  1. Lead permitting efforts for utility-scale Wind and BESS construction projects nationwide.
  2. Develop project-specific permitting matrices and compliance plans.
  3. Coordinate permit acquisition from AHJs (Authorities Having Jurisdiction), utility companies, state agencies, fire marshals, and other regulatory bodies.
  4. Manage construction permits including:
  5. Building permits
  6. Electrical permits
  7. Fire permits
  8. Grading and civil permits
  9. Stormwater permits
  10. Right-of-way permits
  11. Temporary utility permits
  12. Environmental permits
  13. Occupancy permits
  14. Track permit status and approval timelines to support project schedules.
  15. Coordinate permit inspections and closeout requirements.
  16. Work closely with project managers, site managers, engineering firms, EPC customers, and subcontractors.

Compliance & Regulatory Affairs

  1. Develop and maintain company-wide licensing and permitting procedures.
  2. Establish standardized compliance processes and reporting tools.
  3. Conduct periodic audits of licenses, permits, registrations, and compliance documentation.
  4. Support contract reviews related to licensing and permitting requirements.
  5. 20. Provide guidance to project teams regarding regulatory obligations and permit conditions.
  6. 21. Assist with regulatory responses, investigations, and agency inquiries when necessary.
  7. 22. Support preconstruction planning by identifying jurisdiction-specific requirements and risks.

Process Improvement

  1. Build and maintain a centralized licensing and permitting management system.
  2. Create dashboards and reporting tools to provide visibility into compliance status.
  3. Develop standard operating procedures (SOPs) and work instructions.
  4. Identify opportunities to streamline permitting and licensing processes across the organization.
  5. Maintain historical permitting and licensing records to support future project pursuits.
Requirements

Required Qualifications:

  • Bachelor's degree in Business, Construction Management, Legal Studies, Public Administration, Engineering, or related field; equivalent experience considered.
  • Minimum 5 years of experience managing contractor licensing and/or construction permitting.
  • Minimum 3 years of experience supporting utility-scale renewable energy, power generation, transmission, industrial, or heavy civil construction projects.
  • Demonstrated experience managing multi-state contractor licensing programs.
  • Strong knowledge of construction permitting processes and regulatory agencies.
  • Experience working with AHJs, state licensing boards, and regulatory agencies.
  • Proficiency with Microsoft Office Suite, including Excel.
  • Strong organizational and project management skills.
  • Exceptional written and verbal communication skills.
  • Ability to manage multiple projects and deadlines simultaneously.

Preferred Qualifications

  • Paralegal certification or degree.
  • Background in legal compliance, regulatory affairs, contract administration, or corporate governance.
  • Experience supporting Battery Energy Storage System (BESS) projects.
  • Experience supporting utility-scale wind projects.
  • Knowledge of NFPA, IFC, NEC, IBC, and related codes.
  • PMP certification or project management experience.
  • Experience implementing licensing and compliance management software.
  • Familiarity with utility, EPC, or renewable energy development environments.

Work Environment/Physical Requirements:

Team members will be required to adhere to all safety requirements in all work environments.

Specific requirements include:

  • Primarily works in an office, hybrid, or remote environment using a computer, phone, and standard office equipment.
  • Requires frequent communication with internal teams, external partners, customers, agencies, and regulatory authorities.
  • Must be able to sit, stand, walk, talk, hear, and operate a computer for extended periods.
  • May occasionally lift or move office materials up to 15 pounds.
  • May require occasional travel to project sites, customer meetings, agency offices, or company locations.
  • Site visits may involve active construction environments, outdoor conditions, uneven terrain, noise, dust, and heavy equipment.
  • Must comply with applicable site safety requirements, including use of required PPE.
  • Must be able to manage multiple priorities and deadlines in a fast-paced environment.
  • Exposure to varying weather conditions, including extreme heat, cold, rain, and wind.
  • Work may involve heights, confined spaces, and mechanical equipment.
